L'accord-cadre sera exécuté par l'émission de bons de commande. Les prestations sont réglées par des prix unitaires. Les places réservées sont destinées à accueillir des d'enfants à partir de 10 semaines jusqu'à la veille de leurs 4 ans. Pour les enfants en situation de handicap et bénéficiant de de l'Allocation Enfant Handicapé (AEEH), l'accueil sera étendu jusqu'à 6 ans. L'établissement d'accueil devra respecter le cadre réglementaire applicable dans les structures d'accueil du jeune enfant conventionnées par la Caisse d'Allocation Familiale (CAF) d'Ille et Vilaine et devra être doté de l'agrément de la Protection Maternelle Infantile (PMI). Ce marché est lancé en groupement de commande entre Rennes Métropole, la Ville de Rennes, le Centre Communal d'Action Sociale (CCAS) et la Caisse des Ecoles. Rennes Métropole est désigné comme coordinateur du groupement. Depuis 2018, la Métropole de Rennes s'est engagée dans une démarche d'achats responsables en adoptant un Schéma de Promotion des Achats Socialement et Écologiquement Responsables (SPASER). Les fondements du SPASER 2024-2027 reposent sur 4 axes : - La coordination de l'achat public au service du développement durable, - Une commande publique sociale et équitable, - Une commande publique au service de la transition écologique, - La commande publique, outil de développement économique responsable. Le candidat qui soumissionne devra montrer un réel engagement qui se traduira dans son offre par des propositions concrètes et adaptées à l'objet de la consultation conformément aux attendus du Dossier de Consultation.
