The Cabinet of Ministers of the Kyrgyz Republic has received financing from the World Bank towards the cost of the Technical Assistance for Kambarata 1 Hydropower Plant Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Resettlement Action Plan (RAP1) Preparation for Construction Site and Associated Facilities.

The PMO under the Ministry of Energy of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
- Consultant must have at least 7 years of proven experience in developing Resettlement Plans/socio-economic surveys/land use assessments;
- Consultant must have at least three (3) successfully completed projects in the field of resettlement, land acquisition, and social assessment, preferably within the framework of projects financed by the World Bank, ADB, and EBRD;
- Experience in energy projects will be an asset;
- Proven experience with the Kyrgyz legislation in the field of land law, appraisal activities, and regulations on land acquisition.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
