This prequalification is for four Road Maintenance and Safety Contracts:

  1. Contract A: North of Albania – Roads in Shkoder & Kukes Regions (276 km), reference number RRMSP/CW/2015/1;
  2. Contract B: Central/North East – Roads in Tirana & Diber Regions (286 km), reference number RRMSP/CW/2015/2;
  3. Contract C: Central/South East – Roads in Fier, Elbasan & Korca Regions (419km), reference number RRMSP/CW/2015/3; and
  4. Contract D: South of Albania –Roads in Vlora & Gjirokaster Regions (350 km), reference number RRMSP/CW/2015/4;

Invitation for prequalification

The Albanian Roads Authority (ARA) has received financing from the World Bank toward the cost of the Results Based Road maintenance and SafetyProject (RRMSP), and it intends to apply part of the proceeds toward payments under the above mentioned contracts.

These contracts will be jointly financed by the World Bank and the Albanian Roads Authority (ARA). Bidding will be governed by the World Bank's eligibility rules andprocedures.

Albanian Roads Authority(ARA) intends to prequalify contractors and/or firms for these four contracts. The prequalification will be conducted for each contract separately, therefore applicants mayapply for one, or multiple contracts. The prequalification application should clearly indicate the name of the contract (or contracts) for which they intend to apply.

The works under the above mentioned contracts consists of:

(i)Initial road works, including (a) pavement rehabilitation, (b) construction/reconstruction or repair of drainage system, (c) repairs of erosion and landslides, (d) earthworks, (e)construction/reconstruction/repair of structures and retaining walls, (f) geotechnical works, (g) installation/repair of electromechanical features;

(ii)Periodic maintenance pavement works, in order to achieve the smoothness level of service as well as topreserve residual life of pavement;

(iii)Improvement works, including road safety, interventions in remedying black spots identified from road safety audit (already carried out);

(iv)Detailed design for all rehabilitation, improvement and emergency works;

(v)Routine maintenance works, to repair eventual damages and bring the roads back to the predefined level of service, including maintaining traffic as per approved traffic management plan, repair road defects, maintaining of shoulder and verge, repair works in embankment and cut slopes, draining system cleaning/maintaining, maintenance of bridges and other structures, responding in emergency incidents, road cleaning/debris removal, vegetation control, maintaining road signs/marking, winter maintenance services.

(vi)Emergency works, intended to reinstate the road damages resulting from extreme weather conditions.

It is expected that invitations to bid for the subject four road contracts will be made in March 2016.

Prequalification willbe conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits,(January 2011, revised July 2014), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information, and inspect the prequalification documents, from the Albanian Roads Authority (ARA) at the address below during office hours 0900hrs to 1630hrs Monday to Thursday, Friday 0900hrs to 1430hrs. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable 100 Euro, The method of payment will be cashier's check, direct deposit to specified account number, etc. The delivery procedure is usually air mail for overseas delivery and surface mail or courier for local delivery.If urgency or security dictates, courier services may be required for overseas delivery.

Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 19th November 2015, at 12 Hours local time and be clearly marked as "Application for Prequalification forRoad Maintenance and Safety Contracts".

Late applications will be rejected.
