If any Bidders experience difficulties in accessing the RFP documents after having registered and expressed interest, please send an email to:unitaid-rfp@who.intObjective of the consultancy:To identify a suitable provider with strong relevant experience to assess the contribution of Unitaidâs investments in accelerating access to improved diagnosis and treatment for Chagas disease integrated within maternal and child health services and synthesize key learnings to inform more impactful, scalable, and sustainable approaches in ongoing and future investments in alignment with the elimination agenda.Qualification of Firm and Consultants:Bidder will propose a multi-disciplinary team of at least 3-6 experienced evaluators, including country leads and a global team leader.
The team should collectively demonstrate expertise in global health evaluation, community centered evaluation approaches, realist evaluation approaches, reproductive and womenâs health, and implementation research, with strong analytical and facilitation skills to synthesize evidence and generate actionable learning for Unitaid and partners.
The Team Leader should have at least ten (10) years of demonstrated strong experience leading complex, multi-country evaluations in the field of global health, with a strong understanding of access and equity challenges in LMICs.
Core team members should each have a minimum of five (5) years of substantial and in-depth relevant experience in their technical areas (one team member may possess more than one of the listed requirements):Essential qualifications:1.
Proven experience conducting multi-country and multi-partner evaluations in global health, and women and childrenâs health, ideally with a focus on innovation, market shaping, and catalytic investments.2.
Strong grounding in evaluation methodologies, including mixed-methods, realist and participatory approaches, including demonstrated experience working with implementation-focused evaluations, routine programmatic monitoring data and mixed-methods approaches in multi-country health projects.3.
Demonstrated experience in case study development and learning-oriented evaluations, particularly those emphasizing policy influence, scalability, and sustainability.4.
At least one team member with expert knowledge of Chagas disease/neglected diseases and familiarity with PAHOâs Elimination Initiative (including Chagas disease, aiming to ensure timely diagnosis and treatment, with the goal of curing 90% or more of newborns infected with Trypanosoma cruzi in the Region of the Americas by 2030).5.
At least one team member with experience in gender analysis frameworks, including application within evaluations.6.
Proven ability to facilitate participatory processes and integrate community and user perspectives into evaluations.7.
Experience conducting evaluations in Latin America and access to local expertise or team members in the four project countries - Brazil, Bolivia, Colombia and Paraguay.8.
Proficiency in Spanish, Portuguese and English; final deliverables must be submitted in English.9.
Commitment to diversity, ensuring balance across gender, professional backgrounds, skills, and geographic experience.Desirable Qualifications:1.
Knowledge of health market dynamics, financing models, and scaling mechanisms relevant to Unitaidâs investments.2.
Experience designing or evaluating the implementation of research components.Bidders are invited to submit a proposal for the above-mentioned RFP in accordance with the documents attached in the "Tender Document" tab.
