If any Bidders experience difficulties in accessing the RFP documents after having registered and expressed interest, please send an email to: unitaid-rfp@who.intObjective of the consultancy:To identify a suitable provider with strong relevant experience to assess Unitaid’s Intellectual Property (IP) portfolio over the 2024 to 2026 period, drawing on findings from previous evaluations and relevant historical investments where appropriate.Qualification of Firm and Consultants:Bidders will propose a multidisciplinary team of 2-4 experienced evaluators. The team should collectively demonstrate expertise in intellectual property and its implications on access to health products, global health evaluation and strategic policy analysis. The team should have strong analytical, facilitation, and synthesis skills to assess portfolio performance and generate evidence-based actionable recommendations. The Team Leader should have at least 10 years of experience leading complex evaluations in global health, including portfolio, programme, or policy evaluations involving multiple partners and stakeholders. Core team members should each have a minimum of five (5) years of relevant experience in their respective technical areas.Essential qualifications and skills:The proposed team should collectively demonstrate:• Proven experience conducting complex evaluations in global health or policy initiatives, preferably involving innovation, market shaping, policy, or catalytic investments.• Expertise in intellectual property and its implications on access to health products in LMICs• Knowledge of pharmaceutical policy, market shaping, and the role of IP in promoting equitable access to health products.• Experience working in LMICs contexts and an understanding of the policy, regulatory, IP and access challenges affecting health products.• Strong expertise in mixed-methods and theory-based evaluation approaches, including the application of OECD-DAC evaluation criteria and synthesizing evidence into strategic, actionable recommendations.• Experience working with organizations involved in global health, intellectual property, and access to medicines, including civil society organizations, multilateral agencies, and product development partnerships.• Demonstrated experience engaging diverse stakeholders, including governments, multilateral organizations, civil society organizations, implementing partners, and academic institutions.• Excellent analytical, facilitation, and report-writing skills, with the ability to communicate complex findings clearly to technical and non-technical audiences.• Excellent written and spoken English. All deliverables must be submitted in English.Desirable Qualifications:The following experience would be considered an asset:• Expertise in one or more of the following areas: competition policy, local manufacturing, technology transfer, pandemic preparedness, biologics, or other emerging technologies.• Experience evaluating policy influence, advocacy, capacity strengthening, or partnership-based interventions.• A multidisciplinary and diverse team with complementary technical expertise, regional experience, and gender balance.Bidders are invited to submit a proposal for the above-mentioned RFP in accordance with the documents attached in the "Tender Document" tab.
