Agency: UNESCO | Reference: AFG26RFP012 | Type: Request for proposal The purpose of this assignment is to conduct an End-of-Project evaluation of the UNESCO project “Afghanistan System Capacity Grant (SCG)” funded by the Global Partnership for Education (GPE) managed by UNESCO Office in Afghanistan.As the Grant Agent for the Global Partnership for Education’s (GPE) System Capacity Grant (SCG) in Afghanistan, UNESCO has been leading the implementation of the project titledStrengthening Education Sector Capacity to Facilitate Access to Quality Education Service Delivery in Afghanistansince April 2023. Implementation period was from April 2023 to March 2026 then followed with a no-cost extension until 31 December 2026, allowing UNESCO and sector partners to complete remaining activities, operationalize key sector frameworks, and consolidate the grant’s system-strengthening contributions.The purpose of the SCG is to strengthen the capacity of the education sector in Afghanistan to plan, coordinate, monitor, and support quality education service delivery in a complex and constrained operating environment.
