RFP-009/26 -CONSULTING FIRM TO SUPPORT THE DEVELOPMENT OF SIERRA LEONE NATIONAL HUMAN DEVELOPMENT REPORT (NHDR).Background;UNDP Sierra Leone and the Ministry of Planning and Economic Development are collaborating to develop the 5th Sierra Leone National Human Development Report (NHDR)2026.

Sierra Leone has published four reports (in 1996,1998,2007, and 2019), focusing respectively on national security and post-war stabilization, poverty eradication, decentralization and local governance, and recovery and resilience building.

The proposed report will contribute to the objectives of the MTNDP 2024-2030 and inform strategies for achieving human-centered transformation.

The report will be developed under the theme: “Choices and Consequences in Financing Human Development in Sierra Leone”.This Human Development Report explores the nexus between financing and human development, emphasizing the need to invest in people to ensure productive lives and contribute to economic development.

The report is expected to assess financing trends, identify gaps and inefficiencies in financing, and propose innovative and equitable financing mechanisms to accelerate human development and advance the Sustainable Development Goals.

The report will calculate Human Development Indexes at the national and district level, analyze national budget and fiscal processes, evaluate policy trends and priorities relative to human development, and provide recommendations for financing and advancing human development in Sierra Leone.In support of this report, UNDP is commissioning research into four analytical background papers to complement the reporting process.

The background papers should consider cross-cutting issues such as gender equality, youth and climate change.

The papers will focus on the following: i)The human development cost of illicit financial flows in Sierra Leone.ii)The evolution of public debt and human development in Sierra Leoneiii)Tax revenue mobilization, economic informality, and livelihoods development in Sierra Leone.iv)Financing productive sectors for human development in Sierra LeoneIn this regard, UNDP is looking for an experienced national research institution or consultancy firm knowledgeable on human development approaches and applications, with advanced experience in applied research methods to develop a set of background papers mentioned to support the Sierra Leone NHDR2026.

Working with UNDP and the technical lead on the Sierra Leone NHDR2026, this assignment will also involve stakeholder consultations, collection and analysis of qualitative and quantitative data, and conducting expert group discussions to ensure a high-quality and informed paper.

The consultancy firm will prepare the background papers, ensure application of the human development approaches, standards, and quality assurance.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
