1) If interested, you are kindly requested to register through UNGM.
After having an active account, you have to express your interest through the UNGM which will transfer you to WHOās e-tendering system to be able to collect the RFP documents and access your tender opportunities.
2) No later than [20 May 2026], 23:00 hours Cairo, Egypt time, you shall complete and return, under āCorrespondenceā tab of UNGM:
a) The enclosed RFP [EM/RGO/DAF/LSP/P/0009122] Letter of Intent (Annex A) duly completed and signed as confirmation of your intention to submit a bona fide proposal and designate your representative to whom communications may be directed, including any addenda; and
b) The enclosed RFP [EM/RGO/DAF/LSP/P/0009122] Confidentiality Undertaking form (Annex B) signed.
3) Site visit and pre-tender meeting are mandatory.
All interested bidders are required to attend a briefing meeting in WHO Kabul office, UNOCA compound on 20 May 2026 at 10:00 a.m. sharp (Kabul Time).
Bidders are requested to confirm their interest by sending a message through the UNGM latest by 19 May 2026 at 11:00 a.m., Cairo time to allow for Security gate pass approval arrangements.

4) A prospective bidder requiring any clarification on technical, contractual or commercial matters may submit its questions via UNGM āCorrespondenceā tab no later than [3 June 2026], 23:00 hours Cairo, Egypt time, and mandatorily formulate them as follows:

The WHO Afghanistan team will respond in writing (via the āCorrespondenceā tab of UNGM) to any request for clarification of the RFP that it receives prior to the date mentioned in the RFP.
A consolidated document of WHOās response to all questions (including an explanation of the query but without identifying the source of enquiry) will be published on the UNGM.
5) Bidders are required to submit a Bid Bond in the amount of USD 15,000 to be submitted prior to the proposal submission, latest by 7 June 2026, through UNGM Correspondence Tab, for consideration of the offer.
6) Proposals must be uploaded via UNGM, āTender Documentsā tab no later than
[14 June 2026] at [23:00] hours, [Cairo] time.
7) Evaluation of proposals and selection of a vendor will be performed in accordance with the provisions of RFP [EM/RGO/DAF/LSP/P/0009122].
