Agency: UNDP | Reference: UNDP-VNM-02273 | Type: Request for proposal UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organizationto develop investment projects for decarbonisation solutions in Thermal Coal Power Plants in Viet Nam.In December 2022, Viet Nam and the International Partners Group (IPG), a set of industrialised economies comprising the European Union, United Kingdom of Britain and Ireland, United States of America, Japan, Federal Republic of Germany, the French Republic, the Italian Republic, Canada, Kingdom of Denmark, and Kingdom of Norway agreed to a Political Declaration (PD) on establishing the Just Energy Transition Partnership (JETP). JETPs primary objective is to support "Viet Nams low-emission and climate resilient development, as well as to support Viet Nam to accelerate the just transition and decarbonisation of the electricity system and develop new economic opportunities to support Viet Nams transition towards net zero future". These efforts entail the Government of Viet Nam, IPG, and Global Financial Alliance for Net Zero (GFANZ) working group members mobilizing at least $7.75 bn of public sector finance and $7.75 bn in private finance over the next 3 to 5 years.Based on the agreement of MOIT, UNDP in its capacity as JETP Secretariat Support Agency (SSA), is seeking a national consulting firm/institution to conduct a technical and financial analysis of existing mitigation action plans, develop criteria to identify the best investment opportunities and develop two (02) bankable investment proposals for JETP financing.OBJECTIVES OF THE ASSIGNMENTThe objective of the assignment is to identify targeted, financially viable investments in specific GHG emission mitigation solutions for 02 selected CFPPs by:•Synthesising and standardising the mitigation measures already identified in plant-level GHG Emission Mitigation Plans.•Assessing the economic, environmental, and financial cost-effectiveness of selected measures with high potential for investment readiness, GHG emission reduction potential.•Prioritising investment cases based on a transparent, replicable scoring framework to develop project concept notes oriented to JETP concessional or commercial lending.The expert team will work closely with participating plant operators, in consultation with EAV/MOIT and UNDP team, to ensure analytical outputs are grounded in verifiable data, consistency with compliance under with Decree No. 06/2022/ND-CP, Decree No. 119/2025/ND-CP and Circular No. 38/2023/TT-BCT and aligned with JETP RMP priorities and associated criteria.When preparing your offer, please be guided by the RFP Instructions and Data. Proposals may be submitted on or before the deadline indicated in the system directly in the portal.  It is your responsibility to ensure that your quotation is submitted before the deadline.
