Eagle will develop a curriculum focusing on technical vocational training (TVET) in the field of metal technology and processing for the transport sector, in particular on modern welding techniques.Subsequently, a certain number of skilled workers will move to Austria in the framework of the Red- White-Red Card (RWR Card) scheme.In addition to imparting specific specialist knowledge, EAGLE attaches particular importance to the promotion of linguistic skills, German and English, basic as well as understanding of European values, principles and traditions.

The aim is to accelerate and facilitate integration in Austria and in international companies in Egypt along with facilitating adaptation to the living, working and business environment.A total of 135 people will be trained as part of the project.

The prerequisite for participation is a completed apprenticeship in metal technology and processing that is comparable to Austrian standards.

The training package consists of a six-months training course in technical and soft skills.

Furthermore, three-month internships are arranged to increase the employability of the EAGLE participants.

For 100 participants, who wish to emigrate from Egypt, German courses and an A2 certificate are offered (the so-called "Away-Track") for a total of 10-months.

The 35 participants, who are placed on the Egyptian labor market will receive English courses (the so-called "Home-Track") for a total of three-months.

All participants receive an EAGLE scholarship for the duration of the six-month training.C.Scope of workThe service provider will support the EAGLE project with activities under the following pillars:Full Selection and Application process[1]of EAGLE participants:Selection Criteria and Eligibility Framework for the following:Outbound track participants(aligned with Red-White-Red Card requirements)who will migrate to Austria,Home track participants, who will be deployed in Egypt, andSponsorship of EAGLE scholarship in Egypt.The criteria and the process should consider gender-specific elements and potential barriers to create incentives for women to participate in EAGLE as the desired female participation rate is 30%.Selection Process:design a transparent, and non-biased selection process for the applications received under the EAGLE project.

The process should be validated by relevant stakeholders and tested through mock evaluations.Application and Assessment Tools:submit standardized application forms, guidelines, and competency assessment tools (online and offline) aligned with the approved selection criteria.Screening, Assessment, and Final Selection Outputs:Conduct the full screening and selection process, including call for applications, eligibility verification against Red-White-Red Card and program requirements, standardized competency assessments, scoring and ranking of candidates, selection of at least 135 participants (100 outbound and 35 home track), and establishment of a 35-person waiting list, incorporating gender-disaggregated analysis and validation of final lists by the Screening and Selection Task Force.Selection Panel Capacity Building:Conduct training for selection panel members on evaluation tools, scoring methodologies, gender sensitivity, and diversity-aware decision-making.Outreach and Identification of EAGLE Participants and Companies:Outreach Activities:implement targeted awareness/outreach activities and use EAGLE communication materials to inform potential applicants of the program criteria, process, and opportunities.

Considering the importance of attracting diverse applicants and the ability to reach the desired target of at least 135 EAGLE graduates.Internship Structure:Identification of Host Companies for Internships:Identify at least 50 adequate internship opportunities in companies willing to host EAGLE interns in Egypt.Internship Framework:Design and coordinate the implementation of the EAGLE internships including defined internship Terms of Reference, mentorship arrangements, and learning objectives with host companies.Skills Testing and Vacancy Matching:Skills Testing:Conduct on-site ski
