The United Nations Population Fund (UNFPA) South Sudan Country Office is seeking proposals from qualified evaluation firms, research entities, or institutions to conduct an independentEnd-of-Program Evaluation of the Multi-Annual Programmatic Partnership for the Prevention and Response to Gender-based Violence (GBV) in South Sudan (2023–2026).
This assignment aims to provide an evidence-based assessment of the programs relevance, effectiveness, efficiency, impact, and sustainability across its target operational areas in South Sudan.
The evaluation will focus on key interventions, including GBV case management, integrated Sexual and Reproductive Health (SRH) and Clinical Management of Rape (CMR) services, Women and Girls’ Friendly Spaces (WGFS), dignity kit distribution, and community-based protection initiatives.
The successful bidder will provide a multidisciplinary team of experts—comprising an Evaluation Team Leader, an SRH in Emergencies Expert, and a GBV in Emergencies Expert—to deliver this assignment over an estimated level of effort of 45 to 60 working days within a two-month timeframe.To participate in this competitive solicitation process, interested entities must submit a comprehensive proposal package adhering to the requirements outlined in the solicitation documents.
The submission package must include: (1)a Detailed Technical Proposal detailing the proposed methodology, sampling strategy, ethical safeguards, and work plan;(2)a Financial Proposal;(3)Curriculum Vitae (CVs) of all proposed core team members demonstrating the required expertise;(4)examples of previous relevant evaluation reports; and(5)references from previous similar assignments.
