RfT - for the provision of an analysis of Ireland’s renewable energy and green technology supply chain.

A suitably qualified consultant is sought to complete an analysis of Ireland’s renewable energy and green technology supply chain. It is envisaged that the new strategy will take a holistic approach across the entire renewable energy system – from generation, through grid development, transmission infrastructure, storage technologies and end-uses for the generated energy related to green hydrogen and its derivatives and will focus on the economic opportunities presented by the green transition, specifically those green technologies which would benefit from a strategic level intervention and focusing primarily on supporting companies developing certain green technologies, including innovation and in-company research and development, and the required supply chain for deployment. Therefore, it is necessary to develop a deep understanding of the existing capabilities and opportunities for Ireland’s green tech supply chain. Engagement with stakeholders has identified the need for a deep understanding of the green tech supply chain in Ireland, in terms of the companies operating in this space, their specific capabilities, and the overall sectoral capacity to deliver renewable energy projects at scale. This gap was also referenced in responses to the public consultation on the forthcoming Green Growth Strategy. DETE now wishes to engage suitably qualified consultants with relevant expertise to conduct an in-depth analysis to identify where Ireland’s strengths lie across green technologies, what we can leverage, and where future opportunities might exist. Additionally, we wish to identify areas where Ireland has limited capacity that would require the formation of international partnerships and collaborations to fill these gaps. This analysis will provide an evidence base for possible policy or other interventions for Government to consider, though recommendations for such actions is not a required output of the report. The objective of the analysis is to inform policy makers about the strengths, opportunities and limitations of Ireland’s green tech sector, and provide a robust evidence base to inform any future measures aimed at facilitating innovation, capacity build out, and clustering opportunities. 1. Map and analyse Ireland's green technology supply chains. 2. Identify indigenous and multinational enterprise participation across key value chains. 3. Assess Ireland's competitive advantages and supply chain vulnerabilities. 4. Identify opportunities for enterprise development, inward investment and export growth. 5. Identify sectors/companies currently working in green tech adjacent areas including but not limited to digital, cybersecurity and AI that could pivot to support green tech sectors. In line with objective of the analysis, the successful tenderer will be required to: - Define the scope of the green technology sector and identify priority subsectors including the renewable energy technologies, energy transmission and grid technologies, storage technologies, and other emerging end-use technologies (e.g., green hydrogen, SAFs). - Undertake a comprehensive supply chain analysis exercise to take account of upstream, midstream, and downstream activities, as well as the overall support ecosystem. Supply chain relationships should be mapped and key actors identified. This should include companies that are not necessarily operating in the green tech sector, but who have capacity to pivot/redirect their operations/apply their capability to green tech. - Conduct enterprise base analysis to include company landscape; geographic distribution; firm capabilities and; value capture. - An assessment of supply chain resilience to cover dependencies, bottlenecks, risks, and strategic resilience. - The report should quantify, where possible, the market opportunities (domestic growth, export potential, and emerging subsectors).
