Procurement of Riihimäki City's basic ICT infrastructure services The City of Riihimäki (hereinafter "the Contracting Entity" or "the Customer") requests your tender for the City of Riihimäki's basic ICT infrastructure services in accordance with the tender request documents.

The subject of the procurement are the following basic ICT service entities:
1) User support services, the services of which are needed to resolve IT problems of persons using the IT environment, for guidance on use and to support work;
2) Lifecycle services for terminal equipment, which includes a comprehensive set of services to ensure the efficient, secure and cost-effective use of workstations and mobile devices and their accessories throughout their entire lifecycle. The entity also includes the sale of the aforementioned devices;
3) Operation and Capacity Services, the services of which are key in terms of the capacity required for server infrastructure and the supporting telecommunications infrastructure, and which ensure the efficient and reliable operation and management of servers and supporting telecommunications equipment;
4) Cloud services, the services of which provide centralized management and monitoring of public cloud services for cloud-based resources and services;
5) Expert services, include services related to specialized professional expertise and consulting that support IT infrastructure, information systems, information security and operational planning, optimization, development, expansion and renewal; and
6) Service management, which includes services related to the management and development of the procured service entity and services related to IT processes.

The competition will be conducted using an open procedure, based on which one (1) framework agreement supplier will be selected. The tenderer who receives the most points will be selected as the framework agreement supplier. In case of a tie, the winner of the procurement will be determined as described in Appendix 1 (Instructions and Evaluation Criteria). The procurement has not been divided into lots to ensure the smooth running of the services. Submitting parallel and alternative tenders is prohibited.

The selection criterion for the competition is overall economic advantage, with the weight of price being 45 points and the weight of quality being 55 points.

The duration of the framework agreement is 7 years. The contract period will begin no earlier than when the procurement decision becomes legally valid. The aim is for the contract period to take effect on 01.04.2026. The long contract period is justified from the perspective of the contracting entity's needs and price-quality ratio. The contracting parties must build services and information systems suitable for new needs, the investment required for which necessitates a sufficient contract period. The procurement must include tenderers who can respond to changing service volumes over a longer contract period. The development of the required services requires significant investments from the parties, as well as continuous long-term cooperation and genuine partnership, and innovativeness. This is not possible at a reasonable cost and risk during a short contract period.
The services to be procured are planned to be implemented through a separate service agreement based on a framework agreement. The framework agreement is planned to be valid for 7 years. The service agreement under the framework agreement is planned to be valid indefinitely.
The tenderer must submit their tender in accordance with Appendix 1 (Instructions and Evaluation Criteria) and other procurement documents.
