SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Road Safety Engineering Studies and Activities in Ecuador, Argentina and Brazil Assignment Countries: - Argentina, Brazil and Ecuador ASSIGNMENT DESCRIPTION Road crashes remain a major public health and development challenge globally. The World Health Organization's Global Status Report on Road Safety 2023 indicates that annual road traffic deaths remain at approximately 1.19 million people worldwide, and that road traffic injuries continue to be the leading cause of death for children and young people aged 5 to 29 years. More than half of global road traffic fatalities occur among pedestrians, cyclists, and motorcyclists, with a disproportionate burden in low- and middle-income countries. The Global Road Safety Facility (GRSF), hosted by the World Bank, is a key implementing partner of the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS). Bloomberg Philanthropies has provided sustained support to road safety interventions worldwide through investments in evidence-based policies, safer road infrastructure, speed management, road safety capacity building, data systems, and institutional strengthening. Through the current phase of the Initiative, GRSF supports governments and partners in implementing Safe System approaches and strengthening road infrastructure safety management practices. As part of these efforts, GRSF is supporting activities in Latin America and the Caribbean (LAC) aimed at improving the safety performance of road infrastructure and strengthening institutional capacity for the implementation of Road Safety Audits (RSAs) and Road Safety Inspections (RSIs). This assignment contributes to these objectives by supporting the review of RSA management practices in Argentina, Brazil, and Ecuador, undertaking RSIs on selected roads in Ecuador, and building national auditing capacity through an advanced Training of Trainers program for Road Safety Auditors and Inspectors. The World Bank therefore intends to engage a qualified consulting firm to support a Bank-Executed activity covering: (i)Road Safety Audit Management Review for Argentina, Brazil, and Ecuador; (ii)Road Safety Inspections for selected roads in Ecuador; and (iii) Training of Trainers for Road Safety Auditors and Inspectors in Ecuador. The proposed assignment supports the World Bank's efforts to mainstream the Safe System approach into transport operations and road infrastructure investment programs in LAC. It is aligned with the global road safety agenda, the Second Decade of Action for Road Safety 2021 to 2030, and the World Bank's broader commitment to reduce road fatalities and serious injuries through safer infrastructure, safer speeds, safer road users, safer vehicles, and improved post-crash response. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase.
