Procurement of a cooperation partner for electricity production production reserve / REQUEST FOR PARTICIPATION HVK's contract for electricity production reserve expires at the end of 2026. Upon expiry of the contract period, HVK needs to procure a new equivalent or equivalent type of production reserve procedure. The procurement is based on the production reserve arrangement stipulated in Section 13 of the Contingency Act (1390/1992). HVK's goal is to create a production reserve entity consisting of several suitable facilities and one operator maintaining the entity. HVK will enter into an agreement with the operator for the maintenance of the electricity production reserve entity, a so-called service procurement. The goal is an electricity production reserve outside the electricity market, for the transition period, for serious disturbance situations and exceptional circumstances, and it will not be used to smooth out electricity price peaks or for short-term electricity consumption and production flexibility needs. In the target operating model, the operator: - plans and collects the facility base with sufficient electricity production capacity in close cooperation with HVK - maintains the entire contract base and develops the performance of the facility base in accordance with the plans made with HVK - is responsible for the maintenance and readiness of the facilities in accordance with the production reserve agreement (incl. fuel procurement) - acts as the centralized operator and electricity market participant of the entity when the production reserve is used - maintains the necessary up-to-date reporting to HVK on the entity's performance, costs, and development needs Quality will be assessed based on, among other things, the supplier's ability to provide the organizational and technical capabilities required of an operator, taking into account the requirements of normal and exceptional circumstances, as well as the prerequisites for integrating a sufficient amount of capacity into the entity. In addition, quality will consider the supplier's ability to operate capacity and maintain the facility base nationwide in Finland, as well as their demonstrated ability to act as a reliable and responsible electricity market participant. The supplier's remuneration will consist of a service management element. In the tender request phase, the weight of quality will be between 60-70% and the weight of price 30-40%. Quality will assess, among other things, the scope of decentralized operation and maintenance activities. The target contract period is estimated to be a total of 10 years. The division of the contract period into the actual contract period and options is subject to negotiation. This is a request for participation, from which a maximum of three participants will be selected for the tender request round. The selection criteria are presented in the section "Criteria for the Subject of Procurement". HVK may proceed to the tender request phase even if there are fewer than three participants.
