Procurement of a partner for electricity generation production reserve / REQUEST FOR PARTICIPATION

HVK's contract for electricity generation production reserve will end at the end of 2026. When the contract period ends, HVK needs to procure a new, similar or similar type of production reserve procedure. The procurement is based on the production reserve arrangement referred to in Section 13 of the Maintenance Reserve Act (1390/1992). HVK's goal is to create a production reserve entity consisting of several suitable plants and one operator maintaining the entire entity (operator). HVK will enter into a contract with the operator for the maintenance of the electricity generation production reserve entity, a so-called service procurement. The aim is a production reserve for electricity generation outside the electricity market, for the transition period, intended for serious disruption situations and exceptional circumstances, and it will not be used to smooth out electricity price peaks or for short-term electricity consumption and production flexibility needs. In the target operating model, the operator: - plans and collects the plant portfolio with sufficient electricity generation capacity in close cooperation with HVK - maintains the entire contract portfolio and develops the performance of the plant portfolio in accordance with the plans made with HVK - is responsible for the maintenance and readiness of the plants according to the production reserve contract (incl. fuel procurement) - acts as the centralized operator and electricity market player of the entity when the production reserve is used - maintains the necessary up-to-date reporting to HVK on the entity's performance, costs, and development needs. Quality will be assessed based on, among other things, the supplier's ability to provide the organizational and technical capabilities required of an operator, considering the requirements of normal and exceptional circumstances, as well as the prerequisites for integrating sufficient capacity into the entity. In addition, the supplier's ability to operate capacity nationwide in Finland and maintain the plant portfolio, as well as demonstrated ability to act reliably and responsibly as an electricity market player, will be considered in terms of quality. The supplier's remuneration will consist of a service management element. In the tender request phase, the weight of quality will be between 60-70% and the weight of price 30-40%. Quality will assess, among other things, the scope of decentralized operation and maintenance activities. The targeted contract period is estimated to be a total of 10 years. The division of the contract period into the actual contract period and options is subject to negotiation. This is a request for participation, from which a maximum of three participants will be selected for the tender request round. The selection criteria are presented in the section "Criteria for the Subject of the Procurement". HVK may proceed to the tender request phase even if there are fewer than three participants.
