SAP HCM Carve-Out and Transformation to SuccessFactors and supplementary services

KVB intends to replace its existing SAP HCM landscape, which is also used for the group company KSG, through a carve-out and transform it to SAP SuccessFactors as a full cloud solution. The contract includes the preparation, implementation, and operation phases, particularly concept development and specification creation, implementation, configuration and customizing, data migration, integration and interface adaptation, testing, training, project management, change management support, go-live and hypercare, as well as subsequent support in productive operation. In particular, Employee Central, Employee Central Payroll, Time Tracking, Learning, Onboarding, and WalkMe Premium for SuccessFactors are to be implemented. SAP S/4HANA, SAP Integration Suite, and SAP BW on HANA are to be included. The required SuccessFactors licenses are already available and are not part of the contract. Additionally, an optional contingent of up to 1,000 person-days for supplementary services is planned. Full productive operation is scheduled for 01.06.2028 at the latest. Details on the scope of services and binding requirements can be found in the service description and other tender documents. The following binding minimum requirements or knockout criteria apply to the bidding phase: 1. The personnel deployed for service provision must have sound to many years of extensive and in-depth experience and knowledge regarding SAP HCM and SuccessFactors. The bidder must assure this in their offer. 2. The bidder must assure that the service provision complies with the current state of the art and the recognized rules of technology, as well as the principle of sensible, appropriate, and economical use, also with regard to further costs such as operating costs in particular. In cases of justified doubt, compliance with these requirements must be proven at the contractor's expense. 3. The project language is German. All documentation, minutes, reports, planning and training documents must be written entirely in German. Meetings, workshops, and training sessions must be conducted in German. The technical personnel deployed must master the German language fluently, both spoken and written. If German is not the native language, at least a German language diploma of level C1 according to the Common European Framework of Reference for Languages is required. 4. All employees of the bidder, including external subcontractors and freelancers, must comply with the provisions of the General Data Protection Regulation. The bidder may only deploy individuals for whom a written declaration of consent to comply with the General Data Protection Regulation has been obtained. 5. The offered solution must, in particular, meet the requirements of the General Data Protection Regulation, the Federal Data Protection Act, the principles for proper bookkeeping, recording and storage of books, records and documents in electronic form, and for data access, as well as other statutory retention and proof obligations. 6. Completed personnel-related processes, data sets, documents, and evidence may only be deleted or archived after the expiry of the respective applicable statutory or professional retention periods. The corresponding process must be designed to be compliant with the law and audit-proof and documented by means of process documentation. Failure to meet any of these minimum requirements will result in the exclusion of the offer. The individual and sub-criteria, their weighting, the evaluation method including the link between price and performance, the scoring scale, any minimum scores, as well as the information and evidence to be submitted will be provided uniformly to the selected applicants with the request for the submission of the indicative first offer.
