Special services

The procurement concerns the provision of special services within the municipality's operations and within the framework of the municipality's association pool. This procurement is reserved according to Chapter 4, Section 18, first point of the Public Procurement Act (LOU). According to that provision, the contracting authority has the right to reserve participation in the procurement or the fulfillment of the contract to sheltered workshops or to suppliers whose primary purpose is social and professional integration. To be qualified to participate in this procurement, the bidding supplier must meet the following points: 1. The bidder must be a sheltered workshop or a company whose primary purpose is the social and professional integration of people with disabilities or people who have difficulty entering the labor market. 2. At least 30% of the employees of the bidding supplier must be people with disabilities or people who have difficulty entering the labor market. People who have had difficulty entering the labor market include, for example, the long-term unemployed with disabilities according to the definitions applied by the Swedish Public Employment Service or other authorities, who have had particular difficulties entering the regular labor market.
