Schiffacker - Expansion of Sports and Leisure Facilities, Expansion Phase 1 "North"

With the present service description, the City of Rheinfelden is seeking a general contractor for the construction of a sports and leisure facility in the "North" area of the "Schiffacker Sports Facility" in Rheinfelden. The general contracting method shall be carried out in accordance with the guidelines and specifications of KBOB and enable the shortest possible realization period. The tender is aimed at contractors from the field of sports facility construction/civil engineering/horticulture, who have the expertise for the planning of sports facilities or will engage them, in order to submit a comprehensive offer for a sports facility together with an electrical planner and a sanitary planner. The Schiffacker area in Rheinfelden is located north of the A3 motorway between Basel and Zurich. To the east of the current sports field is forest, and to the west is the cantonal road and, slightly further back, the vocational and secondary school center "Engerfeld" of the Kreisschule Unteres Fricktal (KUF). The main users of the current Schiffacker sports and leisure facility are the "Kreisschule Unteres Fricktal" (KUF) and the Rheinfelden Football Club (FC Rheinfelden). The main users are the main drivers behind the upcoming expansion, or rather, densification of the Schiffacker sports facility. The growth in football in general, and especially in women's football, places high demands on the current natural grass pitches, which, seasonally and in terms of general playability, push the pitches and the maintenance staff to their limits. Against this background, "FC Rheinfelden" expressed the wish in 2024 to replace one or more natural grass pitches with artificial turf pitches. At the same time, the City of Rheinfelden built a new clubhouse in 2024 in close proximity to the main pitch, which supports the club activities of FC Rheinfelden and enables the modern operation of league matches. However, due to the placement of the new building in a location that makes sense for football spectators, the use of the all-weather pitch that existed until then for school sports has been made impossible without replacement. Consequently, there is high time pressure to replace these areas in order to fulfill the educational mandate. For this reason, the City of Rheinfelden commissioned the landscape architecture firm Stauffer Rösch from Basel in 2025 with a comprehensive assessment of the development potential of the "Schiffacker" area. The goal of this step was a long-term and sustainable vision for the development of the entire area. Within the framework of the overall plan created, the possibilities of the special land-use plan applicable in this area were identified and possible development scenarios for the entire area up to the motorway were shown. In a participatory process with authorities, administration, schools, and clubs, it emerged that densifying the northern area, which is already used for football, is considered the most promising strategy for achieving the ambitious goals. Thus, the project underlying this tender represents a viable and broadly supported starting point for this tender.
