ASSIGNMENT DESCRIPTION
The InternationalFinance Corporation (“IFC”) is an investor and advisor supporting sustainableeconomic growth in developing countries by making private sector investments,mobilizing capital in the international financial markets, and providingadvisory services to businesses and governments. In partnership with thegovernment of Germany and stakeholders at a national level, IFC is leadingimplementation of the Scaling Up Climate Finance through Greening the FinancialSector program – also known as the 30 by 30 Zero Program. The 30 by 30 ZeroProgram aims to harness the financial sector in targeted countries toconsiderably scale up private sector financing for climate mitigation andadaptation projects in line with their Nationally Determined Contributions (‘NDC’)targets. The Program is currently being implemented in Egypt, Mexico, thePhilippines and South Africa, from 2021 to 2027.
One of IFC’s strategicpriorities in South Africa is to support the government’s efforts to fosterlow-carbon economic growth and resilience. Buildings have been identified as akey climate intervention as globally as they consume 33% of energy produced,40% of total water consumption and produce 18% of greenhouse gases (‘GHG’). Amongthe 30 by 30 Zero Program’s activities in South Africa, it supports financialinstitutions with training and skills development for staff and client valuechain beneficiaries in the financing of residential property, renewable energy,energy efficiency and resource efficiency. The Program utilizes the
Excellencein Design for Greater Efficiencies
(‘EDGE’) Green Building Certification,which was designed and incubated under a global initiative by IFC that includesnational green building codes and related certification tools/programs. TheProgram also supports the delivery of IFC’s partnership with the United Kingdomfor the Market Accelerator for Green Construction Program (‘MAGC’) in SouthAfrica, which contributes to meeting national targets for GHG emissionreductions through the promotion of certified green buildings.
This may include the EDGE green building certificationof existing individual homes that are currently mortgage financed by theclient. This is contingent upon alignment of the timing and operationalframework of an enabling EDGE protocol which is currently under development.

The World Bank Group intends to finance the assignment / services described below under the following a Trust Fund.
ELIGIBILITY
Eligibility restrictions apply:
Firm must be based in South Africa or partner with South African firm with extensive knowledge of the country's Green Building sector.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
