NATIONAL FINANCIAL ADMINISTRATIVE DIRECTORATE GOODS DEPARTMENT MAINTENANCE PROCESS: “CONTRACTING OF A SPECIALIZED COMPANY FOR THE WATERPROOFING OF THE ROOF SLAB OF THE NORTHWESTERN REGIONAL BUILDING IN SAN PEDRO SULA, CORTÉS” TEGUCIGALPA M.D.C HONDURAS C.A. I. CONTRACTING OBJECTIVE The Tax Administration Service (SAR) has the Northwestern Regional Office, located in the city of San Pedro Sula, department of Cortés, which provides all the services and processes offered by the institution to the Taxpayers of the area and the departments under its jurisdiction. Given that the property where this office operates is owned by SAR, the institution has the responsibility to ensure its proper conservation, maintenance, and care, in order to guarantee optimal conditions for service provision and preserve the value of the infrastructure. In view of the foregoing, and considering that the property currently presents deficiencies in the roof slab system, evidenced by rainwater leaks, the need arises to contract a specialized company to carry out the waterproofing work of the entire slab, as well as the complementary activities that are necessary to ensure the correct execution of the work. The required works are described in these Terms of Reference (TDR); however, these should not be interpreted as a limitation for the CONTRACTOR, based on their technical experience and prior authorization from SAR, to propose the execution of additional activities that contribute to the fulfillment of the contractual objective and ensure the adequate solution to the identified problem, provided that such activities do not modify the approved scope without due authorization. II. GENERALITIES 1. The purpose of this process is the contracting of a specialized company for the execution of waterproofing works for approximately 1,405 m2 of the roof slab of the Northwestern Regional Office of the Tax Administration Service (SAR), located in the city of San Pedro Sula, department of Cortés, including all preliminary, complementary, and final activities necessary to guarantee the correct execution of the work. 2. The works must be executed in accordance with the technical specifications, scopes, and conditions established in these Terms of Reference, guaranteeing the quality of materials, the adequate execution of the work, compliance with applicable technical standards, and the established contractual deadlines. 3. The contractor will be responsible for the supply of all materials, equipment, tools, transportation, qualified labor, accessories, supplies, and other resources necessary for the integral execution of the works, even if some of them are not expressly indicated in these specifications, provided they are essential for the fulfillment of the contractual objective. 4. All materials used during the execution of the work must be new, of first quality, free of defects, and comply with the applicable technical specifications and standards for waterproofing systems. 5. The reception and acceptance of the works will be subject to the verification of compliance with the technical specifications, contractual conditions, and quality of the executed work, by the technical personnel designated by the Tax Administration Service (SAR). 6. Before starting the works, the contractor must fully identify all personnel participating in the work, including subcontractors, who must carry their respective identification at all times and use the corresponding personal protective equipment (PPE), in accordance with current occupational safety and health regulations. 7. The execution of the works should preferably be carried out during working hours, Monday to Friday from 8:00 a.m. to 4:00 p.m. and Saturdays until 12:00 m. Any activity to be carried out outside of these hours must be previously coordinated and authorized by SAR. 8. The contractor will be responsible for the conduct of its personnel during the execution of the work and will be liable for any damage, loss, theft, or deterioration caused to property belonging to SAR or third parties when their responsibility is determined. 9. Bidders must submit with their offer a detailed execution schedule, indicating the activities, estimated times, and sequence of the works, which will serve as a basis for project monitoring. 10. The contractor must designate a resident Civil Engineer or Architect, duly registered and with experience in this type of work, who will be responsible for permanent supervision, technical coordination, and quality control throughout the project execution. 11. The contractor will be responsible for adopting all necessary safety measures to protect its personnel, SAR officials, institution users, third parties, and existing buildings and infrastructure.
