De onderhavige Opdracht betreft het opzetten en uitvoeren van het fondsbeheer voor de Regeling Grondverwerving voor Woningbouw, overeenkomstig de kaders die door de Aanbestedende dienst zijn vastgesteld. De Opdrachtgever beoogt een samenwerking met een gespecialiseerde uitvoeringsorganisatie (fondsbeheerder) die in staat is om op onafhankelijke en professionele wijze het volledige pakket aan fondsbeheertaken op zich te nemen. In de kern gaat het om het inrichten en beheren van een revolverend kredietfonds ten behoeve van de beoogde lening constructie met risicodeling. De Opdrachtnemer wordt verantwoordelijk voor het verstrekken en beheren van (achtergestelde) leningen aan gemeenten voor de verwerving van woningbouwgrond in de initiatieffase van projecten en het adequaat terugvloeien en opnieuw inzetten van deze middelen via het revolverende fondsmechanisme. De geraamde waarde van de Opdracht bedraagt € 15 miljoen (exclusief btw en prijsindexatie) over de gehele contractperiode (tot en met 31 maart 2047).
