The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received financing from the World Bank through the Grant Facility for Project Preparation (GFPP) to support preparation of The Cambodia Regional Connectivity Improvement Project Phase 1 (CRCI Phase 1) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conducting a Strategic Needs Assessment on Trade Facilitation and Agribusiness Value Chains to support the Ministry of Commerce (MOC) in undertaking a strategic needs assessment of trade facilitation and value chains improvement in selected areas and themes and preparing a roadmap and activities for subsequent investment and implementation under the CRCI program.
The MPWT now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected firm will be evaluated based upon information provided in the EoI demonstrating that the Consulting Firms have the required qualifications, experiences and highly qualified experts to perform the services. The shortlist firms will be invited to submit the technical and financial proposals. Both the technical and financial proposals are reviewed and evaluated. The Technical and Financial Proposals shall be submitted in English.
The selected firm should demonstrate as follows:
- At least 10 (ten) years’ experience in consultancy and advisory work on trade facilitation and closely related fields;
- At least two (2) projects in similar projects, such as trade facilitation and value chains consulting for government agencies and/or international organizations, donor agencies; and
- Experience at least two (2) projects in Southeast Asia countries is a plus.

The attention of interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition 2025, setting forth the World Bank's policy on Procurement. The consulting firm will be selected in accordance with the Consultant’s Qualifications-Based Selection (CQS) method as set out in the said guidelines.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Sub-consultants’ qualifications shall not be taken into account in EOIs evaluation.
