REQUEST FOR PROPOSALS (RFP)
of
Selection and Employment of a Firm for Management of Foreign Tours
The Local Government Division (LGD), Ministry of Local Government, Rural Development and Cooperatives, under the Improvement of Urban Public Health Preventive Services Project (IUPHPSP), invites eligible consulting firms/service providers to submit proposals for the following assignment:

Brief Description of the Assignment
The consulting firm/service provider will be responsible for the comprehensive management and facilitation of foreign study tours, exposure visits, and related travel arrangements under the IUPHPSP in accordance with the Terms of Reference (TOR).
Eligibility and Qualification Requirements : Interested firms/service providers shall meet the following minimum requirements: (1) Minimum 07 (Seven) years of overall experience and at least 05 (Five) years of experience in similar assignments, (2) update Trade License (3) TIN Certificate, (4) BIN/VAT Registration Certificate, (5) Certificate of Incorporation/Registration (where applicable) and (6) Adequate financial, managerial, technical, and logistical capacity to perform the assignment successfully, (8) Pre-Proposal Meeting Period 01 July 2026; 2:30 PM, (9) Proposal Submission Closing Time15 July 2026, 12:00 PM and (10) Proposal Opening Time 15 July 2026, 12:00 PM; Proposal documents fee Tk. 4,000.00 (Four Thousand only) on cash or Pay order in favor of Project Director, IUPHPSP.
Submission of Proposals
Interested eligible firms/service providers may obtain further information and inspect the Request for Proposal (RFP) documents for Physical Services at the office of the Project Director, Improvement of Urban Public Health Preventive Services Project (IUPHPSP), DPHE Bhaban (Level-8), 14 Shaheed Captain Mansur Ali Sarani, Kakrail, Dhaka-1000, during office hours. Proposals (1 original and 1 copy) must be delivered to the Project Director at the above address no later than 12:00 PM on 15 July 2026. Late proposals shall be rejected.
Additional Information: (1) Association with foreign firms is not encouraged, (2) The minimum passing score is 70 points and (3) The assignment is expected to commence on 01 September 2026 and continue up to 29 June 2028.
The Procuring Entity reserves the right to accept or reject any or all proposals without assigning any reason whatsoever.
