Candidate Name: Criterion 1: Proven experience in the design, structuring, and implementation of institutional or organizational frameworks, including the development of legal and institutional models for arts and cultural promotion structures. Criterion 2: Experience in facilitating participatory processes and multi-stakeholder consultations (artists, cultural operators, associations, public authorities, donors), integrating inclusive approaches (gender, vulnerable people, people with disabilities). Criterion 3: Experience in designing economic models and sustainable financing mechanisms for the cultural sector (funds, patronage, public/private partnerships, favorable tax and customs regimes). Criterion 4: Recent experience in Mauritania or the sub-region (within the last 8 years), demonstrating a good understanding of the region's cultural, institutional, and social dynamics. MAURITANIA YOUTH, CULTURE AND SPORT PROJECT IN THE CITIES OF NOUAKCHOTT AND NOUADHIBOU. __________________________________________________________________________________ CONSULTING SERVICES Expressions of Interest The Ministry of Economic Affairs and Development (MAED) through the Unit responsible for monitoring and implementing technical and financial assistance and financing lines (Coordination of the Youth, Culture, and Sport Project (PJCS)) has received financing from the French Development Agency (the "AFD"), and intends to use part of the amount of this financing to make payments for the service for the selection of a service provider for the implementation of a prefiguration approach for the promotion of arts and culture within the Youth, Culture, and Sport Project (PJCS). The PJCS aims to strengthen the inclusion of youth in Mauritania by leveraging culture and sport, in line with national orientations. It pursues three objectives: (i) improve the living environment in disadvantaged neighborhoods by rehabilitating/extending local socio-collective facilities and equipping them, (ii) strengthen the programming, animation, management, and governance of these infrastructures by building the capacity of public and civil society actors, and (iii) support cultural, creative, and sports ecosystems to consolidate social cohesion.

The project is structured around three components: • Component 1: Development of 15 sports and cultural facilities in Nouakchott (Arafat, Dar Naïm) and Nouadhibou, with sustainable programming, management, and maintenance. • Component 2: Creation of the DPAC, strengthening the capacities of the MCACRP and MAJESSC, support for the adoption of implementing decrees for sports/culture laws, equipping the INA performance hall, and developing training courses for animators. • Component 3 (governance): MAED as the contracting authority (UGP for coordination), ANESP as the delegated contracting authority, and a steering committee involving ministries, local authorities, civil society, and the sports movement (AFD and the French Embassy as observers).
