- The Government of the Republic of Guinea has received financing (Credit and Grant) from the International Development Association (IDA) to cover the costs of the Natural Resources, Mining and Environmental Management Project (PGRNME) and intends to apply part of the proceeds to consulting services, specifically for the mission related to: Selection of Technical Assistance for Governance, Institutional Coordination and Mitigation Fund for the Pilot Phase of the Carbon Pricing Instrument (CPI) in the Extractive Sector.

3. Detailed Terms of Reference (TOR) for the primary acquisition procedure stage for the mission are available at the address indicated below and can be provided upon request from consultants.
4. The Coordinator of the PGRNME Management Unit hereby invites eligible consulting firms (âConsultantsâ) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The criteria for shortlisting are as follows:
- Be a firm or group of firms specializing in environmental law, institutional support, climate change, capacity building.
- Have at least five (5) years of experience in environmental law, institutional support, climate change, capacity building.
- Have executed at least three (3) similar missions in the fields mentioned above.
- Possess technical and administrative capacity by presenting the required documents (Accreditation/RCCM, Organization, etc.).
Key experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowers,â September 2025, which sets forth the World Bankâs policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but they must clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all members of the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the provisions described in the Procurement Regulations, September 2025 Edition, particularly the Consultant Qualification-Based Selection (CQS) method.
