- The Government of the Republic of Guinea has received financing (Credit and Grant) from the International Development Association (IDA) to cover the costs of the Natural Resources, Mining and Environmental Management Project (PGRNME) and intends to apply part of the proceeds to consulting services, specifically for the mission related to: Selection of Technical Assistance for MRV, Audits, Carbon Registry and Carbon Markets for the Pilot Phase of the Carbon Pricing Instrument (CPI) in the Extractive Sector.
- The overall objective of the mission is to establish a functional MRV system, credible audit mechanisms, and an operational national carbon registry, in line with international standards and Guinea's commitments under the Paris Agreement.
Specifically, the objectives of the mission are as follows:
- Strengthen the capacities of public institutions and mining operators on the national GHG accounting system and the MRV platform;
- Organize and conduct pilot audits of emission reports submitted by mining facilities;
- Establish a verification system by accredited independent third parties;
- Develop and operationalize the national carbon registry;
- Define and implement domestic offset mechanisms;
- Establish links with international carbon markets within the framework of Article 6 of the Paris Agreement and the ART-TREES program.
3. Detailed Terms of Reference (TOR) for the primary acquisition procedure stage for the mission are available at the address indicated below and can be provided upon request from consultants.
4. The Coordinator of the PGRNME Management Unit hereby invites eligible consulting firms (âConsultantsâ) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The criteria for shortlisting are as follows:
- Be a firm or group of firms operating in the fields of designing carbon pricing instruments, developing MRV systems, national carbon registries, verification and auditing of emission data;
- Have at least five (5) years of experience in designing carbon pricing instruments, developing MRV systems, national carbon registries, verification and auditing of emission data.
- Have executed at least one (01) similar mission in the fields cited above.
- Have experience in applying these instruments to the mining sector is an asset.
- Possess technical and administrative capacity by presenting the required documents (Accreditation/RCCM, Organization, etc.).
Key experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowers,â September 2025, which sets forth the World Bankâs policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but they must clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all members of the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the provisions described in the Procurement Regulations, September 2025 Edition, particularly the Consultant Qualification-Based Selection (CQS) method.
