The Government of the Republic of Guinea has received financing from the World Bank to cover the costs of the Natural Resources, Mining and Environmental Management Project (PGRNME), and intends to use part of the amount of this IDA CREDIT N° 6885 – GN and IDA GRANT N° 8190 -GN to make payments for consulting services for: the selection of Technical Assistance for the Forest Emissions Reductions (REDD+) program for strengthening the national MRV system on behalf of the Ministry of Environment and Sustainable Development.
Mission Objective
The objective of this technical assistance is to strengthen Guinea's institutional and technical capacities in forest MRV, by supporting national stakeholders, particularly MEDD, the national MRV expert group, the National Carbon Unit, and the Guinea Conservation Fund, in designing and implementing a robust, operational, and country-led national MRV system.
Specifically, the mission objectives are as follows:
- Advise and facilitate the design of a country-led national MRV capacity building strategy, in partnership with the Global Forest Observation Initiative (GFOI) and under the direction of MEDD;
- Design and implement a national training program in forest monitoring and Earth observation;
- Support the design and launch of an optimized National Forest Inventory (NFI)[1];
- Provide technical support to the national MRV expert group and the National Carbon Unit;
- Advise and support the acquisition of essential MRV equipment; and
- Provide advisory support to the executive management of the Guinea Conservation Fund (FCG) for the operational programming of financing from the MRV dedicated funding window.

The Project Management Unit of the Natural Resources, Mining and Environmental Management Project (PGRNME) invites eligible consulting firms ("Consultants") to express their interest in providing the services. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. - General Experience:
The Firm or joint venture must have at least 10 years of experience in the following areas:
- Design and strengthening of National Forest Monitoring Systems and forest Measurement, Reporting, and Verification (MRV) systems;
- Remote sensing and Earth observation applied to forest monitoring (land cover and land-use change, biomass);
- Forest inventories and greenhouse gas accounting for the AFOLU/LULUCF sector;
- Structuring sustainable conservation financing mechanisms (trust funds / endowments); and
- Support for jurisdictional REDD+ programs aligned with a credit standard (ART-TREES or comparable jurisdictional standard, e.g., FCPF/JNR)
- Specific Experience:
