The Government of the Republic of Guinea has received financing from the World Bank to cover the costs of the Natural Resources, Mining and Environmental Management Project (PGRNME), and intends to apply part of the amount of this CREDIT IDA No. 6885 – GN and GRANT IDA No. 8190 -GN to make payments for consulting services for: the selection of Technical Assistance for the Forest Emissions Reduction Program (REDD+) to Support the Development of the Environmental and Social Management Framework for the Ministry of Environment and Sustainable Development.
Objective of the Mission
The objective of this technical assistance is to support national institutions in the establishment and strengthening of environmental and social safeguard mechanisms related to the REDD+ Program. The technical assistance is a consultative and capacity-building engagement. Its role is to support, advise, and strengthen the capacities of national institutions.
Specifically, the objectives of the mission are:
- Support the conduct of a Strategic Environmental and Social Review of the National Forest Emissions Reduction Program;
- Support the establishment and strengthening of the Grievance Redress Mechanism (GRM) related to the REDD+ Program;
- Support the establishment and operationalization of a Safeguards Information System (SIS).

The Project Management Unit for the Natural Resources, Mining and Environmental Management Project (PGRNME) invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:
- General Experience:
The Firm or Group of Firms must have at least 10 years of experience in the following areas:
- Environmental and social assessment and review, and safeguards management in forestry, climate, or natural resource management projects or programs;
- Application of the World Bank's Environmental and Social Framework (ESF) and/or the Cancun REDD+ safeguards;
- Design and evaluation of grievance redress mechanisms (GRM) and safeguards information systems (SIS); and
- Conducting inclusive and gender-sensitive consultations with rural and forest communities.
- Specific Experience:
The Firm must demonstrate at least three (3) similar missions, at least one of which applied the World Bank's Environmental and Social Framework or the Cancun REDD+ safeguards, and preferably one conducted in French-speaking Sub-Saharan Africa.
- Possess technical and administrative capacity by presenting the required documents (Accreditation/RCCM, Organization/organizational chart).
