MODERNIZATION AND SECURITY PROGRAM (PMS) CGA1262 01 A CONSULTANT SERVICES Expressions of Interest Comprehensive Project Management Mission for the Transgabonais Project (MOEG) The Gabonese State has received financing from the French Development Agency (AFD) intended to finance the upgrade of the Transgabonais railway and intends to use a portion of this amount to make payments for the Transgabonais infrastructure rehabilitation project. SETRAG, in its capacity as the Delegated Contracting Authority of the Gabonese State, wishes to engage a multidisciplinary consultant. The Candidate's Services will consist of carrying out a comprehensive project management mission. Within the framework of the project, it is envisaged that the Candidate's Services will include: (i) a role of overall piloting and coordination of the PMS projects; (ii) a role of technical and quality control of works and equipment to railway standards; (iii) a role of managing the deadlines, costs, and risks of the PMS projects. The main contracts to be implemented by the project are as follows: - Rehabilitation of hydraulic structures of the Transgabonais; - Rehabilitation of earthworks of the Transgabonais; - Rehabilitation of civil engineering structures of the Transgabonais; - Rehabilitation/Extension of Owendo and Franceville stations; - Repair of unstable track beds of the Transgabonais railway. SETRAG invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to: X Design offices q Individual consultants q NGOs q NGOs and design office(s) in a Group The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for Procurement Financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr. Candidates may submit only one application in their own name or as a Group (maximum 3 members). If a Candidate (including a member of a Group) submits or participates in multiple applications, these will be eliminated. However, the same Subcontractor may participate in multiple applications. If the Candidate is formed as a Group, the Expression of Interest must include:  a copy of the Group Agreement concluded by all its members, or  a letter of intent to form a Group, signed by all its members and accompanied by a copy of the proposed Group Agreement. In the absence of this document, the other members will be considered as Subcontractors. The references and qualifications of Subcontractors are not taken into account in the evaluation of applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform the Comprehensive Project Management services. As such, they must demonstrate that they have references for recent and similar services. The similarity of references will be analyzed based on:  The scale of the contracts;  The nature of the Services o Technical design studies in the field of infrastructure, o Definition of work programs and master schedules o Technical assistance for contract awards, o Scheduling, Piloting, and Coordination of multidisciplinary projects o Supervision of construction sites for railway infrastructure (civil engineering structures, railway track beds).;  The field and technical expertise of railway infrastructure (track, stations, structures) SETRAG will draw up a shortlist of a maximum of six (6) Candidates, pre-selected based on the applications received, to whom it will send the Request for Proposals for the performance of the required Services. The consultant's interventions will take place in all seasons and according to the schedule jointly established with SETRAG. With a duration of five (5) years, the mission will take place throughout the SETRAG network (from Owendo to Franceville in Gabon). The deadline for preparing offers is set at four (4) weeks. During this period, bidders may examine the Tender Dossier, request clarifications, and prepare their proposals in accordance with the instructions in this dossier.
