SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Selection of a Consulting Firm for Capital Markets Assessment and Strategy Development in Mongolia, The Mongolia CMD Project (610349) Assignment Country: Mongolia ASSIGNMENT DESCRIPTION International Finance Corporation (“IFC”), a sister organization of the World Bank and member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. Visit www.ifc.org Mongolia’s ambition to achieve private sector ‑ led growth and meet its Sustainable Development Goals — estimated to require approximately US$ 43 billion in financing by 2030—cannot be met through the banking sector alone. Deepening and diversifying capital markets will be critical to mobilizing domestic and foreign long ‑ term capital, improving market resilience, and supporting investment in businesses, infrastructure and other projects that deliver positive social and climate impacts. Furthermore, global capital markets are experiencing new opportunities, trends and challenges, which require improvements in legal and regulatory framework, product and technology innovation, as well as more efficient processes and market infrastructure. The end of the medium-term strategy plan 2022-2025 presents the opportunity to reposition Mongolia’s capital markets, for the next five years, to unlock long-term financing for sustainable infrastructure, enterprise growth, job creation and economic development. In this context, IFC, in collaboration with the Financial Regulatory Commission of Mongolia (FRC), seeks to engage a qualified consulting firm (Consultant) to undertake an assessment of Mongolia’s capital market and subsequently develop a five-year Capital Market Strategy Plan. The capital market strategy will: - Align with key national development priorities including but not limited to, Nationally Determined Contribution, Vision 2050 and Integrated National Financing Strategy; - Identify market gaps and opportunities for Mongolia’ capital Market development. It will also leverage lessons from the previous capital market medium-term strategy plan to ensure practical implementation; - Incorporate successful peer experiences and international best practices tailored to Mongolia’s context; - Provide recommendations, strategic roadmap and priorities for the next five years; and - Include an implementation framework for the seamless execution of the roadmap. ELIGIBILITY · The Consultant must demonstrate direct experience in supporting capital market development and developing Capital Market Strategy in Asia or other emerging markets within the last seven (7) years. In particular, given the nature and objectives of this assignment, the last two requirements below are considered of critical importance to the successful outcome of the project and will be given significant weight in the evaluation. · In‑depth knowledge of Mongolia’s capital market and financial system, as well as relevant international and regional capital markets, with demonstrated experience working in emerging and frontier market contexts; · Strong understanding of Mongolia’s legal, regulatory, tax, and FX frameworks, as it relates to capital markets; · A dedicated project team comprising of seasoned capital market specialists with proven experience working in Asia and international capital market and expertise in capital market development strategies, legal and regulatory frameworks, market infrastructure, buy and sell side and capital markets product development; · Project team’s strong expertise in capital market development strategies, including market diagnostics, reform prioritization, and the design of medium to long‑term capital market development strategies and implementation roadmaps; · Experience and established references in the design of capital market development strategies, particularly in emerging or frontier markets, including work with regulatory authorities, market institutions, and policymakers; and · Local presence in Mongolia or a formal partnership with a qualified local consulting/advisory firm or individual expert, with in-depth capital market track record ensuring effective in‑country engagement, stakeholder consultations, and contextual understanding. The consulting/advisory firm’s team being proposed for the project is expected to demonstrate significant capital markets experience and must include locally based staff and/or local experts with a demonstrable track record in Mongolia; · The individual expert or firm and/or its partners must demonstrate a proven track record of experience and ability to enga
