REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) COUNTRY: NIGERIA Fund: ECOWAS Commission Assignment Title: Selection of Consultancy firm for the study on the mid-term impact assessment of SEME-KRAKE AND NOEPE-AKANU Joint Border Posts (JBPs) Reference No. PP-CS-2025-IN 097 The Economic Community of West African States (ECOWAS Commission) has made a provision in its 2026 budget to cover the costs relating to the above-mentioned assignment. The consulting services (“the Services”) consist of undertaking a mid-term impact assessment of the Seme-Krake and Noepe-Akanu Joint Border Posts (JBPs) to identify areas for improvement and support the achievement of the expected project outcomes. The assessment will evaluate the performance and impact of the JBPs against established key performance indicators (KPIs) and prepare a report containing recommendations to assist the beneficiary Member States in improving current operational processes, including reducing the time required to complete border formalities for goods, vehicles, and passengers in transit. In addition, the study will provide an evidence-based foundation for ECOWAS to inform decisions on future JBP projects, particularly with respect to infrastructure development, process reengineering, legal and institutional frameworks, and other related aspects of border management. The assignment period is expected to be four (4) months, including reporting review periods. The detailed Terms of Reference (TOR) for each lot of the assignment can be found at the following website: https://www.ecowas.int/procurement/procurement_m/intellectual-services/ The ECOWAS Commission now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Without prejudice to the provisions set forth in the ECOWAS Procurement Code, any bidder, whether a natural person or a legal entity, shall be eligible to participate in procurement processes conducted by ECOWAS Institutions. However, in furtherance of the development of human and financial capacities within the ECOWAS Community, foreign firms that do not enter into a joint venture arrangement with firms from ECOWAS Member States shall not be eligible to participate in this specific procurement process, as the contract is fully financed by Community funds, in accordance with Articles 9 and 10 of the ECOWAS revised Procurement Code.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and relevant experience of the consultants must be supported by documents such as copy of contracts and certificates of good performance, etc. The ECOWAS Commission reserves the right to reject any application that is not accompanied by the required supporting documents. The evaluation criteria are (support with evidence): Page 1 of 2The Consultancy firm should: - Demonstrated experience in at least two (2) completed assignments involving the assessment of Joint Border Posts (JBPs) or other cross-border facilities in West Africa, including the evaluation of at least two of the following aspects: (i) operational efficiency, (ii) institutional or administrative coordination, (iii) legal and regulatory frameworks, and (iv) socio-economic impacts. - Successfully completed at least two (2) assignments within the last ten (10) years involving the provision of advisory or technical services to streamline customs, immigration, border security, or other cross-border trade facilitation procedures between neighboring countries. - Demonstrated experience in at least two (2) completed assignments involving the facilitation of stakeholder consultations with government ministries, regional authorities, local communities, and international partners, aligned with ECOWAS policies. - Demonstrated experience in at least two (2) completed assignments involving the review of border infrastructure, traffic flows, and operational processes, in cooperation with engineering and/or architectural teams, to optimize border post functionality. - Demonstrated experience in at least two (2) completed assignments involving the development of monitoring and evaluation frameworks, including KPIs, dashboards, and reporting frameworks for midterm and end-of-term assessment of border projects and regional integration initiatives. Bidders may form a consortium of up to three (3) entities. In accordance with Article 35 of the 2021 ECOWAS Revised Procurement Code, only joint-and-several liability consortiums are permitted. Such consortiums must formalize their agreement by executing a consortium agreement signed by all members and appointing a legal representative.
