  1. Background

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enhance Efficient Service Delivery Project and intends to apply part of the proceeds for consulting services for an Individual Consultant โ€“ Monitoring, Customizing, and Developing Software.

The consulting services will support the Federal Civil Service Commission (FCSC) in strengthening technology governance frameworks, digital transformation initiatives, and institutional capacity to enhance efficient public service delivery.

  1. Objective of the Assignment

The objective of this assignment is to provide advanced technical expertise to the Federal Civil Service Commission in the design, development, and deployment of secure, scalable, and sustainable software systems that support public sector reform and digital government initiatives.

  1. Qualification Experience Requirements
    1. Required qualification
  • Masterโ€™s degree or higher in Computer Science, Software Engineering, Information Technology, or a closely related field.
  • Additional professional certifications in software development, cloud computing, Development and IT operations (DevOps), or system architecture are an advantage.
    1. Required Experiences
  • A minimum of 7โ€“10 years of progressive professional experience in software design, development, and deployment.
  • Demonstrated experience in leading the development of high-level, scalable, and secure software systems.
  • Strong hands-on experience with modern programming languages and frameworks (such as Python, Java, JavaScript, .NET, or equivalent).
  • Proven experience with cloud-based platforms (AWS, Azure, GCP) and DevOps practices, including CI/CD pipelines.
  • Experience integrating AI or data-driven solutions into software platforms is highly desirable.
  • Proven ability to mentor technical teams and support knowledge transfer and capacity building.
    1. Technical Skills
  • Advanced proficiency in software system architecture and design.
  • Strong hands-on skills in modern programming languages and frameworks (e.g., Python, Java, JavaScript, .NET, or equivalent).
  • Expertise in backend development, API design, and database management (SQL and NoSQL).
  • Experience with cloud computing platforms (AWS, Azure, GCP) and containerization technologies (Docker, Kubernetes).
  • Strong knowledge of DevOps practices, including CI/CD pipelines, automated testing, and version control systems.
  1. Selection Method

The Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025.
