Procuring Entity: Abu Zafor Miah, Project Diractor, Construction of New Dual Gauge Railway Line from Bogura to Sirajganj.. 1.The Government of the People’s Republic of Bangladesh has applied for financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Construction of New Dual Gauge Railway Line from Bogura to Sirajganj, and intends to apply part of the proceeds for consulting services for which this REOI is issued. 2.The consulting services (“the Services”) include providing hands-on procurement support to the Project Implementation Unit (PIU) of Bangladesh Railway in carrying out all procurement activities and contract management related works, including procurement planning, preparation, processing, evaluation, award, and contract administration of procurement packages under the Project, in compliance with AIIB Procurement Policy. 3.The individual selected for the required procurement support will be required to carry out the scope of work (the “Services”) as described in the detailed Terms of Reference (TOR) for the assignment, attached as Appendix-1 can be collected from Project Director’s office (Room No-508, Rail Bhaban, , Abdul Gani Road, Dhaka-1000) and also can be downloaded from the link: (https://railway.gov.bd/pages/tenders/6a8c19dd1f576f3ba28868e0) 4.Bangladesh Railway now invites Expression of Interest (EOI) from eligible individuals (“Consultant”) to indicate their interest in providing the Services fulfilling the requirements of the TOR. Interested individuals should provide a statement of their relevant experience with information demonstrating that they have the required qualifications and relevant experience to perform the Services. Procurement Method: Selection of Individual Consultants (SIC). Budget and Source of Funds: Development Budget Grant/Credit. Experience and Resources Required: 5.The minimum qualification requirements are as follows: a) Hold at least a bachelor’s degree in business administration, economics, civil engineering, or other relevant fields. b) Have overall 15 years of experience, of which at least 10 years of working experience in all the stages of procurement with projects funded by the Asian Infrastructure Investment Bank, and/or World Bank, and/or the Asian Development Bank, and/or other multilateral development banks (MDBs) /donor agencies. c) Have experience in the preparation of procurement documents and evaluating technical and financial proposals, negotiating with contractors/ firms. d) Have meaningful experience in the procurement of large works packages (above USD25 million) and consultancy packages (above USD2 million) funded by MDBs/bilateral agencies. e) Familiarity with the GoB’s Standard Procurement practice for externally financed Projects in Bangladesh would be an asset. f) Be able to communicate and write reports in English. g) Have good computer literacy in MS Office and be proficient in email communication. h) Have experience in organizing and delivering procurement training, workshops, and seminars..
