1. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT), Royal Government of Bhutan (hereinafter called “Recipient”) has received financing from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia Phase 2 - Bhutan Project. Part of the project is being implemented by the Druk Green Power Corporation Limited (the “Client”). The Client intends to apply part of the proceeds toward payments under the contract for Carrying out Exploratory Core Drilling and Associated Tests for Chamkharchhu II Hydropower Project (HPP), Zhemgang Dzongkhag and Chamkharchhu IV HPP, Bumthang Dzongkhag.
2. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) now invites a sealed Bids from the eligible Bidders for carrying out Exploratory Core Drilling and Associated Tests as under:

The location of services will be Chamkharchhu II Hydropower Project, Zhemgang Dzongkhag and Chamkharchhu IV Hydropower Project, Bumthang Dzongkhag.
3. Bidding will be conducted through International Open Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, Fifth Edition, September 2023 (“Procurement Regulations”).
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40% for Technical and 60% for Financial.
5. Interested eligible Bidders may obtain further information from DGPC, contact person Ms. Sonam Choden, during office hours from 0900 to 1700 hours BST at the address given below.
6. Bids must be delivered to the address below on or before 1500 hours BST on November 9, 2026. Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on November 9, 2026 at 1530 hours BST. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a “Bid Security” as under:
- Lot I (Head Works and HRT) Chamkharchhu II HPP: USD 3,000 (United States Dollar Three Thousand) only or equivalent BTN 239,000.00
- Lot II (HRT and Powerhouse) Chamkharchhu II HPP: USD 2,000 (United States Dollar Two Thousand) only or equivalent to BTN 207,000.00
- Lot III (Head Works and HRT) Chamkharchhu IV HPP: USD 2,000 (United States Dollar Two Thousand) onlyor equivalent to BTN 204,000.00
- Lot IV (HRT and Powerhouse) Chamkharchhu IV HPP: USD 2,000 (United States Dollar Two Thousand) onlyor equivalent to BTN 226,000.00
