Selection of Senior Project Management Specialist

Published by Ministry of Youth & Sports, Department of Youth Development. Procuring Entity: Project Director, Economic Acceleration and Resilience for NEET (EARN) Project. The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Economic Acceleration and Resilience for NEET (EARN) Project (P178077) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) will include but not limited to: a) Assisting the Project Director (PD) of the said project in preparing a strategic management plan and a comprehensive work plan for project implementation; b) Supervising and monitoring implementation progress, identifying deviations from planned activities, recommending corrective measures through providing necessary technical services to keep the project on track including emphasis on the ERAN result on, M&E, NEET Women eatc.; c) Drafting the annual work plan in line with the annual procurement plan in consultation with Procurement team and other experts; d) Providing assistance in the implementation of study recommendations; e) Identifying implementation challenges and gaps in the approved DPP and suggesting corrective measures for revisions; f) Ensuring the project aligns with Bangladesh's development plans and the agreed objectives of development partners, including the World Bank; g) Coordinating with the LGED MIS cell/Data Center under a Memorandum of Understanding (MoU); h) Coordinating with other implementing partners of the said project as and when required to achieve the objectives and targets of the project; i) Guiding the EARN PMU in fostering relationships with DD offices and YTCs under DYD; j) Facilitating the planning and implementation of relevant sub-components of the EARN PMU; k) Preparing Institutional Development Plans (IDPs) for respective agencies' capacity development needs; l) Coordinating with PMU capacity development sections and respective officials; m) Reviewing and facilitating partnership agreements with participating agencies/institutions; n) Supporting World Bank Implementation Support Missions, Mid-term Reviews, and Implementation Completion Missions; o) Addressing project implementation issues related to DPP revisions and reporting to the Project Steering Committee (PSC) and Project Implementation Committee (PIC); p) Ensuring effective planning and management of projects during execution; q) Identifying potential project risks and implementing mitigation strategies; r) Developing project plans for cross-organizational efforts aligned with specific Project Development Objectives (PDOs); s) Verifying reports submitted by consulting firms and submitting recommendations to the PD; t) Recording decisions made during meetings and preparing progress reports and presentations; u) Ensuring team members meet deadlines; v) Performing other relevant tasks as assigned by the PD or competent authority. Procurement Method: Selection of Individual Consultants (SIC). Budget and Source of Funds: Development Budget Grant/Credit. Experience and Resources Required: Required Educational Qualifications: 1. Minimum Master’s degree in Strategic Planning, Project Management, Economics /Development Economics, Governance and Development, Development Studies, Development Finance, Industrial Management, Human Resources Development, Environmental Science or a related field. 2. Post Graduate Diploma in any one of the above disciplines is preferable. Required Professional Experiences General Experience: 1. A minimum 15 (fifteen) year of general experience in preparation, appraisal and implementation of development project, serving in roles such as Consultant, Joint Chief, Deputy Chief, Project Director, Deputy Project Director, Program Officer or similar positions. Relevant Experience: 1. At least 5 years of specific experience in any higher-level managerial capacity or as a consultant in projects funded by development partners with DPP preparation and approval processes; 2. Minimum 5 years of DPP preparation/revision related experience in higher position in the Government Services will be given preferences; 3. Demonstrated expertise in contract management, financial negotiations, and arbitration procedures. Suitability: 1. Strong interpersonal skills with the ability to collaborate effectively in diverse teams. 2. Knowledge of Public Procurement Act/Rules and the World Bank Procurement Regulations; 3. In-depth knowledge of World Bank Procurement Regulations, as well as accounting and auditing procedures; 4. Excellent communication skills in English, including proficiency in reading, writing, and speaking. 5. Advanced proficiency in report writing and computer skills, including word processing, spreadsheets, and statistical software.. Location: Dhaka, Bangladesh.
