Voor deze ontwikkeling zoekt de gemeente tijdelijk een Senior Strateeg Grondzaken die op zelfstandige basis strategisch advies levert over de grond- en ontwikkelstrategie van het gebied. De professional wordt ingezet om de gemeente te ondersteunen bij het ontwikkelen van een strategische aanpak voor de grondpositie, samenwerking met marktpartijen en de inzet van grondbeleidsinstrumenten. De opdracht richt zich op het leveren van strategisch advies en concrete producten die bijdragen aan de verdere ontwikkeling van het gebied.Resultaat van de opdracht: Van de professional wordt verwacht dat hij/zij zelfstandig bijdraagt aan de ontwikkeling van een strategische grond- en ontwikkelaanpak voor Schagen Oost. De opdracht bestaat onder andere uit: ? Het opstellen van een strategische ontwikkel- en grondzakenstrategie voor het gebied Schagen Oost.? Adviseren over de rolverdeling tussen gemeente en marktpartijen bij de ontwikkeling van het gebied.? Adviseren over de inzet van grondbeleidsinstrumenten, zoals grondverwerving, kostenverhaal en andere juridische instrumenten.? Het ontwikkelen van scenario?s voor grondverwerving en ontwikkelstrategie?n.? Het voorbereiden en begeleiden van onderhandelingen met grondeigenaren en marktpartijen.? Het opstellen en begeleiden van overeenkomsten, waaronder koopovereenkomsten, bouwclaimovereenkomsten en ontwikkelovereenkomsten.? Adviseren over en begeleiden van tender- en selectieprocedures.? Het adviseren van bestuur en organisatie bij strategische besluitvorming rondom de gebiedsontwikkeling.
