Inleiding De Metropoolregio Eindhoven (MRE) zoekt een senior projectmanager die bijdraagt aan de verdere professionalisering van onze processen rondom fondsenbeheer en programmatische sturing. De regio opereert in een bestuurlijk complex speelveld, waarin samenwerking tussen overheden, bedrijfsleven en kennisinstellingen centraal staat. De juiste projectmatige aansturing is hierbij essentieel om publieke middelen doelmatig in te zetten en maatschappelijke impact te vergroten. Binnen een context van toenemende complexiteit in subsidieregelingen, cofinanciering en verantwoordingsvereisten willen wij onze werkwijze verder structureren en toekomstbestendig maken. Daarom wordt deze tijdelijke opdracht uitgezet om specifieke expertise in te huren gericht op optimalisatie van fondsenbeheer, projectbegeleiding en besluitvormingsprocessen. Achtergrond Bij eerdere trajecten is gebleken dat er behoefte bestaat aan meer samenhang tussen projectuitvoering, financi?le beheersing en bestuurlijke besluitvorming. Waar de eerdere focus lag op structuur en implementatie, ligt het huidige accent op borging, transparantie en procesverbetering. Met deze aanbesteding willen we nadrukkelijk inzetten op: versterking van de interne samenwerking tussen beleidsdomeinen; verbetering van de informatievoorziening richting bestuur en partners; en het verder professionaliseren van de fondsmanagementcyclus (van aanvraag tot verantwoording). Organisatiecontext De MRE is een intergemeentelijke samenwerking van 21 gemeenten in Zuidoost-Brabant. De organisatie werkt aan de versterking van de regio op thema?s als mobiliteit, ruimte & wonen, economie, energietransitie en landelijk gebied. Meer informatie: www.metropoolregioeindhoven.nl Opdrachtomschrijving en werkzaamheden De projectmanager ondersteunt de MRE bij de verdere ontwikkeling van haar fonds- en projectportefeuille, waaronder de fondsen Mobiliteit, RegioDeal, Stimuleringsfonds en Wonen. Belangrijkste werkzaamheden: Programmatische sturing: bijdragen aan de samenhang tussen fondsen en projecten, en zorgen voor heldere besluitvormingslijnen. Procesinrichting en -bewaking: optimaliseren van werkprocessen en ontwikkelen van ondersteunende formats en kaders. Planning en rapportage: opstellen en bewaken van projectplanningen, voortgangsrapportages en financi?le dashboards. Financieel inzicht: monitoren van middelenstromen, opstellen van begrotingen en analyseren van uitgavenpatronen. Stakeholdermanagement: organiseren van afstemmingsoverleggen en faciliteren van communicatie tussen interne en externe partijen. Risico- en kwaliteitsborging: tijdig signaleren van knelpunten en adviseren over mitigerende maatregelen.
