Original language: noRegjeringen har identifisert et behov for et mer systematisk kunnskapsgrunnlag om utviklingen i det offentlige ordskiftet. For å følge opp føringene i Ytringsberedskap – Nasjonal strategi for eit ope og opplyst offentleg ordskifte, Strategi for å styrkje motstandskrafta mot desinformasjon og anbefalingene fra Ytringsfrihetskommisjonen, skal regjeringen etablere et forskningssenter som skal bidra med langsiktig forskning på det offentlige ordskiftet, inkludert statusen for ytringsfrihet, polarisering og desinformasjon.
Senteret skal etter planen etableres for perioden 2026–2030.
For budsjettåret 2025–2026 er det bevilget kr 5 mill. ekskl. mva. til en anskaffelse for etableringen av senteret.
For årene 2027–2030 tar departementet sikte på en årlig ramme på kr 10 mill. ekskl. mva. for videre drift av senteret, med forbehold om Stortingets årlige budsjettbehandlinger.
Anskaffelsens verdi er på kr 5 mill. ekskl. mva., men dersom Stortinget bevilger kr 10 mill. ekskl. mva. til videre drift av senteret i årene 2027–2030, vil kontraktens samlede verdi kunne bli kr 45 mill. ekskl. mva.
