Media plan consulting services and advertising space purchase on behalf of the Collectivité de Corse

The framework agreement will be executed by issuing purchase orders. The services are settled by unit and lump-sum prices. Consulting on media plans and purchasing space for the publication of advertising insertions in the media (seven categories of media: regional and national daily/weekly press, general and specialized regional and national press - weekly, monthly, quarterly, semi-annually -, audiovisual - radio, TV, cinema -, internet and social networks, digital and print tactical media), transmission to media outlets and graphic adaptation of IPs, as part of the duty to inform citizens and promote and enhance the actions and systems of the Collectivité de Corse through public communication campaigns. Through this framework agreement, the Collectivité de Corse grants the contractor a mandate for media plan consulting services and advertising space purchase. The contractor will become the paying agent for the selected media outlets and will be the sole intermediary for all advertising space purchases decided by the Collectivité de Corse, except for space purchases related to the domain of European affairs. As such, they will receive fees which will constitute their remuneration for this service. The Institutional Communication Department of the Collectivité de Corse is the sole point of contact for the framework agreement holder. This framework agreement derogates from the principle of exclusivity of the contractor. The contracting authority will award another contract for media consulting and space purchase for the CdC within the framework of European Communication, under European credits (FEDER-FSE technical assistance credits). Consultation methods will be carried out in compliance with the secrets protected by law. The framework agreement is concluded for an initial period of 12 months, renewable twice. The framework agreement is expressly renewed until its expiry. The number of renewal periods is set at 2. The duration of each renewal period is 12 months. The maximum duration of the contract, all periods combined, is 36 months. Minimum per period: 50,000 euros excluding tax / Maximum per period: 166,666.66
