Service Provider for Data Center Interconnect

The client, Deutsches Zentrum für Luft- und Raumfahrt e.V. (DLR), currently operates Data Center Services in two locally separated data centers in Frankfurt am Main, which are supplied via external infrastructure. The two data centers are approximately 10 km apart as the crow flies and are operated by different providers. Currently, DWDM services are provided over dark fiber, which, however, can no longer be used as they are not exclusively available to DLR. The service provider operates the existing solution with active DWDM components and certified SFP modules. In the future, an exclusive, managed DWDM service between the two locations is to be implemented, which must be operational by 01.06.2026 at the latest. The contractor will be responsible for the provision, operation, and management of all necessary hardware and software components as well as the lines, including the dark fiber, which must be set up in a node and edge-disjoint manner. DLR will provide the necessary resources such as power, cooling, and rack units, while the contractor will install and operate the technical infrastructure in DLR's data center area. The solution must ensure high availability and redundancy, so that servers, network, storage systems, and application services (e.g., database clusters) can be connected redundantly via the dark fiber. The routing and line length must be dimensioned so that commercially available SFP modules can be used, especially considering the maximum permissible attenuation. The failure of individual components or lines must not result in a total failure of the service. The offer must include a comprehensive operating concept, which will serve as the basis for the operating manual, change, and incident management. Please note that the service description contains supplementary documents that are classified as confidential. Before access is granted, bidders must sign a Non-Disclosure Agreement (NDA). Upon submission of the legally binding signed NDA, bidders will receive the required documents. The "Confidentiality Agreement" form must be completed and submitted via the communication function of the subreport ELViS platform. After receipt of the signed agreement, the complete service description will also be provided via the platform.
