Description
Buckinghamshire Council intends to procure a contract for the provision of waste management services, including the transfer, haulage, treatment and disposal of green, food, wood and bulky waste arising from kerbside collections, Household Recycling Centres (HRCs) and street scene services across the county.
The Authority is seeking to appoint a supplier or suppliers to deliver a high-quality, resilient and value for money service, aligned with statutory requirements, environmental objectives and the waste hierarchy.

Overall Procurement Approach

• Scenario B: Disaggregated delivery model (Lots 2–4 combined)
The Authority will determine the Most Advantageous Tender (MAT) based on the overall performance of each delivery scenario as a complete service solution.
The Authority reserves the right to award either Scenario A or Scenario B, based on which option represents the Most Advantageous Tender in accordance with the Award Criteria.

Provision of a fully integrated service for the whole of Buckinghamshire, including:
• food waste
• kerbside and HRC green waste
• wood waste
• bulky waste (including shredding of POPs and non-POPs, on- and off-site)

• transfer and haulage
• treatment and disposal
• management and operation of facilities, including the High Heavens Waste Complex
The successful supplier will deliver all required services as a single, coordinated solution.

Consortium and Delivery Arrangements
The Authority will permit consortium bids and sub-contracting (including sub-prime) arrangements, including bids from two or more economic operators collaborating to deliver:
• the integrated service under Lot 1; or
• the combined requirements of Lots 2–4
Consortium or sub-contracting bidders will be required to:
• clearly define roles and responsibilities
• demonstrate how services will be delivered as a coherent and integrated system
• set out contractual and governance arrangements governing delivery and risk allocation
Award Criteria
Award criteria will be based on the Most Advantageous Tender (MAT), assessed by reference to quality and price.
The evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT).
Evaluation Approach
The Authority intends to evaluate tenders on the basis of two defined delivery scenarios:
• Scenario A: A single supplier delivering all services under Lot 1
• Scenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively
For the purposes of evaluation:
• Lots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution
• Lots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution
Scenario B will only be considered where:
• all Lots (2, 3 and 4) are covered by compliant tenders
• the combined solution represents a complete and deliverable service
• the solution demonstra
