RCA insurance services

The Suceava County Ambulance Service wishes to purchase RCA services for the contracting authority's vehicle fleet, including for vehicles that may subsequently enter its patrimony during the term of the framework agreement, under the conditions of this technical specification. The list of vehicles existing at the time of initiating the procedure is presented in Annex No. 1. The contracting authority reserves the right to increase or decrease the number of vehicles during the term of the framework agreement, depending on actual needs, without restarting the procurement procedure. Insurance for vehicles subsequently entering its patrimony will be carried out by concluding separate subsequent contracts, based on the framework agreement, under the initial technical and financial conditions offered. The minimum value of the interval represents the estimated value of services related to existing vehicles, according to the quantities provided in Annexes No. 1 and 2 to the Technical Specification. The maximum value represents the maximum estimated value of the framework agreement, including the value of services related to possible vehicle supplements, estimated by reference to a number of up to 25 ambulances that could enter the patrimony during the framework agreement. The Ministry of Internal Affairs signed, on December 24, 2025, the financing contract for the purchase of 1,200 new ambulances, within the National Recovery and Resilience Plan (PNRR), an investment aimed at modernizing emergency medical assistance in Romania. The project is coordinated by the Ministry of Internal Affairs, through the Department for Emergency Situations (DSU) and the General Inspectorate for Emergency Situations (IGSU), and the implementation deadline is set for August 31, 2026. Based on this project, SAJ Suceava could receive a maximum of 25 new ambulances. It should be noted that these vehicles will gradually enter the vehicle fleet throughout 2026. In order to offer the fairest price, we note that, during 2025, following the initiation of a similar project, SAJ Suceava received 15 new ambulances, of which: 13 type B1/B2 ambulances Volkswagen Crafter 4x4 (entry value was 857,551.81 lei) and 2 type C ambulances MAN TGE 4x2 (entry value was 1,240,204.85 lei). For the new contract initiated by the Ministry of Internal Affairs through the Department for Emergency Situations (DSU) and the General Inspectorate for Emergency Situations (IGSU), the ambulances that SAJ Suceava would receive will have the same specifications as those mentioned above. Bidders will prepare the financial offer by referencing the estimated quantities related to the maximum value as follows: 61 vehicles existing in SAJ Suceava's fleet + a maximum of 25 new ambulances. Additional services will be contracted later, gradually, during the term of the framework agreement, as needed, under the same financial conditions, without price renegotiation, by signing subsequent contracts.
