• LOT I - Domestic air transport services The minimum estimated quantity of the framework agreement is: 30 tickets The minimum estimated value of the framework agreement is: 50,000.00 lei excluding VAT The maximum estimated quantity of the framework agreement is: 100 tickets The maximum estimated value of the framework agreement is: 200,000.00 lei excluding VAT The estimated value of the largest subsequent public procurement contract under the framework agreement is: 20,000.00 lei excluding VAT The maximum estimated quantity of the largest subsequent public procurement contract under the framework agreement is: 20 tickets The estimated value of the smallest subsequent public procurement contract under the framework agreement is: 1,000.00 lei excluding VAT The minimum estimated quantity of the smallest subsequent public procurement contract under the framework agreement is: 1 ticket The general objective of this procurement is the acquisition of Domestic air transport services, namely the issuance of air tickets, for a period of 24 months, respectively for the period November 2022 – November 2024, necessary for the implementation of development cooperation and humanitarian assistance projects, financed by RoAid. The Development Cooperation and Humanitarian Assistance Agency "RoAid" considers that by acquiring Domestic air transport services, namely the issuance of air tickets, for a period of 24 months, respectively for the period November 2022 – November 2024, it will achieve the optimal implementation of the projects carried out in the field of international development cooperation and humanitarian assistance, in accordance with the following thematic priorities: a) Sustainable economic development - Specific areas of support may include: • Economic and trade regulations; • Fiscal reform; • Entrepreneurship, including social economy; • Female entrepreneurship; • Cross-border cooperation and trade; • Agriculture (with emphasis on organic farming); • Phytosanitary and veterinary safety; • Free competition; • Rural development; • Tourism; • Water and sanitation; • Renewable energy; • Combating the effects of climate change; • Creation of decent jobs; • Inclusion of vulnerable categories (people with disabilities, migrants) in the labor market; • Involvement of SMEs. b) Education - Specific areas of support include: • Scholarships; • Teacher training; • Equal opportunities; • Women's access to education; • Educational reforms and vocational training systems at all levels; • Quality education; • Continuing education; • Universal access to education. c) Democratic governance and inclusive societies - Specific areas of cooperation include (but are not limited to): • Rule of law and public sector reform; • Justice reform, prevention and combating corruption and integrity in the public sector; • Human rights; • Protection of national minorities; • Strengthening civil society; • Organization and conduct of electoral processes; • Rural development; • Public health; • Reform of the social assistance system (including child protection); • Inclusive education; • Equal opportunities; • Education and youth policies. d) Peace and security - Specific areas of cooperation include: • Early warning mechanisms; • Disaster risk reduction and disaster management strengthening; • Resilience; • Emergency response; • Provision of services in post-conflict situations; • Emergency management; • Post-conflict reconstruction; • Confidence-building measures (ethnic groups, minorities); • Efficient border management; • Combating organized crime; • Combating illegal migration. We mention that, at present, RoAid does not have such a framework agreement, for the period November 2022 – November 2024, in accordance with the requirements mentioned in the technical specifications.
