El objeto del presente contrato es un servicio de asistencia técnica especializada destinado a apoyar el diseño, dinamización y evaluación de los instrumentos de planificación estratégica y operativa del Comisionado de Salud Mental. En particular, el objeto del contrato comprenderá la evaluación externa de la actual Estrategia de Salud Mental del Sistema Nacional de Salud 2022-2026, así como el apoyo técnico necesario para el diseño y dinamización de la nueva estrategia de salud mental, con horizonte a partir de 2027, involucrando a todos los agentes clave en el ámbito institucional, especialmente las comunidades autónomas, y en el ámbito social. Asimismo, el objeto del contrato incluirá la evaluación del Plan de Acción de Salud Mental 2025-2027 y del Plan de Acción para la Prevención del Suicidio 2025-2027, contemplando tanto una evaluación intermedia como una evaluación final, con el fin de analizar su grado de implementación, resultados alcanzados y orientar la mejora de las políticas públicas en esta materia. Dichas actuaciones se desarrollarán conforme a los principios del modelo comunitario en salud mental, incorporando de manera transversal el enfoque de derechos humanos, la perspectiva de género, la consideración de los determinantes sociales de la salud y la integración de la salud mental en el conjunto de las políticas públicas, y tendrán en cuenta los principios y requisitos establecidos en la Ley 27/2022, de 20 de diciembre, de institucionalización de la evaluación de políticas públicas en la Administración General del Estado.
