Las fuentes de recursos de que dispone la ciudad de Málaga para su abastecimiento son actualmente deficitarias. Al problema del déficit en el abastecimiento, hay que añadir la deficiente calidad del agua de suministro que presentan los actuales recursos debido a su alta salinidad, y que hace necesario su tratamiento en la planta desalobradora de El Atabal. El Plan Hidrológico de la DHCMA recoge la ejecución de la Presa de Cerro Blanco para incremento de los recursos disponibles en el horizonte del año 2039. En el apartado 4.1.4.5 del Anexo VI de la Revisión del tercer ciclo (2021-2027) del Plan Hidrológico de la DHCMA se dice que, en el subsistema I.3 existe una notable sobreexplotación en las masas de agua subterránea 060.038 Sierra de Mijas (compartida con el subsistema I.4), 060.039 Río Fuengirola y 060.040 Marbella-Estepona. El recurso hídrico que se recoja en el embalse de Cerro Blanco contribuiría a reducir dicha sobreexplotación. Además, mejora sustancialmente las garantías de los riegos del Valle del Guadalhorce, al permitir un ahorro en el consumo de agua procedente de los embalses que le proporcionan el recurso hídrico. Con la actuación se contribuirá de forma notable a la reducción de los daños en la zona baja del río Guadalhorce, en la hoya de Málaga, generados por las crecidas del río Grande. El objetivo perseguido es la mejora del sistema de abastecimiento a Málaga, mediante el aprovechamiento del agua del río Grande, único cauce de la cuenca del río Guadalhorce que actualmente no está regulado, como nueva fuente de recursos hídricos para el abastecimiento de la ciudad de Málaga, aprovechando la gran calidad de su agua para el consumo humano. Previo a la redacción de un nuevo proyecto para la presa, se debe redactar un estudio de alternativas en que se deben analizarse diferentes cerradas, y realizar un estudio comparativo de todas las alternativas posibles, analizando su viabilidad técnica, ambiental y económica, y así proponer la solución más adecuada, para el mayor almacenamiento posible de recursos regulados, y cuyo diseño y proyecto posterior pueda definir con el grado de detalle necesario para proceder a su construcción, sin que se tengan que replantear ni condiciones ni planteamientos, sino sólo definir y valorar la construcción de las obras necesarias para materializar la idea-solución.
