The Republic of Paraguay has received financing from the World Bank for the Asuncion Coastal Strip Urban Resilience Project - Loan Agreement No. 9451-PY, (hereinafter referred to as The Project). The execution and administration of the Program is the responsibility of the Ministry of Public Works and Communications (MOPC), through the Vice Ministry of Public Works and Communications, in Coordination with the Project Execution Unit of IBRD Loan 9451-PY under the Directorate of Public Works, and intends to use part of the funds for the Consultancy "APPRAISAL AND SUPERVISION OF THE INTEGRAL PROJECT AND CONSTRUCTION (PHASE I) OF THE ECO-INCLUSIVE DISTRICT IN THE COASTAL STRIP OF ASUNCION".
The MOPC invites eligible consulting firms to express their interest in providing the requested services. Interested consultants should provide information indicating that they are qualified to supply the services. The criteria for shortlisting that will be evaluated are as follows;
General Experience, the firm must demonstrate proven general experience in at least five (5) substantially completed contracts in the last 15 (fifteen) years in the development of projects and/or supervision of civil works and/or urban infrastructure. (2011-2026).
Specific Experience, the firm must demonstrate proven experience in at least five (5) completed contracts in the last ten (10) years (2016-2026) related to the following service:
Supervision, and/or management of works that include in their scope urban infrastructure works and/or civil works in general and/or improvement of public spaces with a minimum area of 10,000 m2.
Experience must be proven by contracts and final acceptance certificates or work completion certificates, issued by the contracting parties (simple copy).
The expression of interest from interested consultants is required under paragraph 7.16 of the "Procurement Regulations for Investment Project Financing Borrowers" published by the World Bank in July 2016 and updated in November 2020, and who do not have a Conflict of Interest according to paragraphs 3.16 and 3.17 of the mentioned regulations.
Consultants may associate with other firms to enhance their qualifications.
Consultants will be selected based on the Quality and Cost-Based Selection (QCBS) method described in the aforementioned Regulations.
