El contrato tiene por finalidad dotar al órgano promotor de un apoyo experto, técnico, jurídico-administrativo y de gestión que garantice la correcta tramitación y ejecución de los procedimientos de CPI vinculados al proyecto, así como el cumplimiento de las exigencias derivadas de la financiación europea. La OTA actuará como instrumento de dirección y acompañamiento especializado para coordinar a todos los agentes implicados, estructurar la gobernanza del proyecto, preparar la documentación licitatoria necesaria y asegurar que los procesos de compra innovadora se orienten a soluciones reales, viables, escalables e interoperables con los sistemas municipales y el ecosistema industrial local.
