Learn about the standard on the Official OCDS Site. 14.1 Scoring and Resolution of Ties The Committee will evaluate the Technical Offer and the Economic Offer in accordance with the criteria and the evaluation guide established in these tender documents. The Committee members must jointly review the documentation and then individually score the submitted offers, applying solely and exclusively the criteria established in the evaluation guide. The final score for each offer will be determined by the average of the scores awarded by each Committee member according to the evaluation criteria and their respective weightings indicated in the evaluation guide. Upon completion of the evaluation, a Final Report will be prepared containing the scores of the evaluated offers. The minimum score for award will be 60 out of 100. It is the Committee's responsibility to conduct a complete evaluation of both the formal and substantive aspects that must be met by the bidders, recording their conclusions in the report they issue. If as a result of the evaluation process there is a tie in scores, preference will be given to the offer that has a better score in the technical evaluation, and in case the tie persists, preference will be given to the one that obtained a better evaluation in the criterion of greatest weighting. In case the tie persists, preference will be given to the proposal that obtained a better score in the economic evaluation. 14.5 Mechanism for Resolving Inquiries Regarding the Award The bidder expressly declares that it has an Integrity and Business Ethics Program, known by its personnel, in accordance with Annex No. 8 of these Documents, which includes the following points as minimum content: 1.- The bidder undertakes not to offer or grant, nor attempt to offer or grant, bribes, gifts, prizes, gratuities, or payments, of any type, nature, and/or amount, to any public official in relation to its offer, the public tender process, nor the execution of the contract(s) that may arise from it, nor to offer or grant them to third parties who could directly or indirectly influence the tender process, its decision-making, or the subsequent award and execution of the contract(s) derived from it. 2.- The bidder undertakes not to attempt or make agreements or carry out negotiations, acts, or conduct that have the object of influencing or affecting free competition in any way, whatever the specific conduct or act, and especially, those...
