The Service may also allow, in accordance with Article 56 of the Regulations, the submission of certifications or administrative background information that bidders have omitted to submit at the time of making the offer, provided that such certifications or background information have been produced or obtained prior to the deadline for submitting offers or refer to situations that are not mutable between the deadline for submitting offers and the evaluation period. Bidders will have a maximum of 48 calendar hours, counted from the notification of the respective request via "Offer Clarification" inserted in the public procurement portal, to respond to the request made by the tendering entity or to provide the background information requested by it. Compliance within the established deadline will allow the evaluation of the criterion for which the omitted background information was requested within the offer submission period, but 3 points will be assigned to the "Compliance with Requirements" evaluation criterion. In the case of the bidder from whom background information was requested in their offer and who did not comply within the granted deadline, zero (0) points will be assigned. This is provided that the omitted documents are of an administrative type; if the bidder omits to attach any technical or economic document in their offer, the offer will be rejected at opening.
